In order to facilitate the location of buildings along various roads
and streets by fire, police, and other emergency services, and to facilitate
the reporting of emergencies and dispatching of emergency vehicles and personnel
under the county 911 system, the Town Board does hereby deem the enumeration
of all building and properties to be of major importance in the interest of
public health and safety. In order to effectuate the efficient and accurate
enumeration of buildings, the Town Board hereby enacts this chapter.
Any single-family, two-family, or any multiple-family residence, and
any nonresidential establishment, whether public, private, or nonprofit, to
which a separate street address number has been assigned shall display this
number. This shall be displayed on the primary building and shall not include
any accessory building.
A.
The numbers and/or letters shall be at least three inches
high and located either on or immediately adjoining the main entrance door
or on a mailbox or a separate signpost located close to the curb when such
building is located more than 50 feet from the road.
B.
The color of the numbers and/or letters shall be in sharp
contrast to the color of the background.
C.
The numbers and/or letters shall be placed so that they
will not be obstructed by trees, shrubbery, porches, or other extensions of
the building, shoveled or plowed snow, and so that they can be clearly visible
from the street.
D.
Whenever practical, the figures should be placed near
some source of light or illumination so they may be readily seen at night.
E.
Any property assigned a single address with multiple
units shall prominently display the number or letter of each unit either on
or immediately adjoining the unit's main entrance. Such numbering or lettering
shall be clearly visible from a distance of 10 feet.
The display of any other house number other than the number authorized
or assigned by a local government official is expressly prohibited.
A.
Noncompliance deemed a violation. Any person, corporation,
partnership, or other entity owning a building within the Town of Lake George
refusing or neglecting for 60 days after notice from the Code Enforcement
Officer to place the proper designation number on said building shall be deemed
in violation of this chapter.
B.
Service of notice. The notice provided for in Subsection A may be given by personal service or by mailing a copy thereof to the last known address of the owner as shown on the last assessment roll on file in the Assessor's office.
C.
Numbering of building by Town. In the event of neglect
or refusal of any owner, after notice, to cause said building to be properly
numbered, the Code Enforcement Officer of the Town of Lake George may cause
the building to be properly numbered.
D.
Report; assessment of cost. The Code Enforcement Officer
shall report the cost of numbering to the Town Board, and such Board shall
order said cost assessed as a lien against the owner of the property and collected
in the same manner as other Town taxes.
Any person, corporation, partnership, or other entity violating any
of the provisions of this chapter shall, upon conviction, be punishable by
a fine not to exceed $250. Each calendar week or portion thereof that said
violation continues shall be deemed a separate violation.
