A. 
No building hereafter erected shall be used or occupied, in whole or in part, until a certificate of occupancy shall have been issued by the Building Inspector and/or the Village Board.
B. 
No building hereafter enlarged, extended or altered or upon which work has been performed which required the issuance of a building permit shall continue to be occupied or used for more than 30 days after the completion of the alteration or work unless a certificate of compliance shall have been issued by the Building Inspector and/or the Village Board.
C. 
No change shall be made in the use or type of occupancy of an existing building, or any portion thereof, or any change in the use of any land area as hereinbefore provided, unless a certificate of occupancy and/or compliance shall have been issued by the Building Inspector and/or the Village Board.
D. 
The Building Inspector and/or the Village Board shall not issue a certificate of occupancy unless he or it is satisfied that the street, road or highway giving access to the structure has been suitably improved and maintained to provide a safe, convenient and passable means of ingress and egress to the premises for all private, public and emergency vehicles, or, in the alternative, that a bond, in the manner and form as provided in § 12-14B, to ensure the improvement of such street, road or highway, has been duly filed with the Village and approved by the Village Board.
A. 
Before the issuance of a certificate of occupancy or compliance, an updated and fully dimensioned survey of the entire site and the buildings, structures and all paved and impermeable surfaces thereon, stamped with the seal of a licensed surveyor, shall be submitted to the Building Inspector; the Building Inspector shall examine or cause to be examined all buildings, structures and sites for which a building permit has been issued, and he may conduct such inspections as he deems appropriate from time to time during and upon completion of the work for which a building permit has been issued. The Building Inspector may request such additional site plans as he deems appropriate.

B. 
There shall be maintained in the Village Offices a record of all such examinations and inspections, together with a record of findings of violations of the law.
A. 
When after final inspection it is found that the proposed work has been completed in accordance with the applicable building laws, ordinances, resolutions and regulations and in accordance with the application, plans and specifications filed in connection with the issuance of the building permit, the Building Inspector and/or Village Board shall issue a certificate of occupancy or compliance upon the form provided by the Village. If it is found that the proposed work has not been properly completed, the Building Inspector and/or Village Board shall refuse to issue a certificate of occupancy or compliance and shall order the work completed in conformity with the building permit and in conformity with the applicable building regulations and may take such other action as is provided in this chapter.
B. 
The certificate of occupancy or compliance shall certify that the work has been completed and that the proposed use and occupancy are in conformity with the provisions of this chapter and of the applicable building laws, ordinances, resolutions and regulations, and shall specify the use or uses and the extent thereof to which the building or structure and/or its several parts may be put.

Upon request, the Village Board may, but shall not be required to, issue a temporary or conditional certificate of occupancy or compliance for a building, structure, site or part thereof before the entire work covered by the building permit shall have been completed, provided that such portion or portions as have been completed may be occupied safely without endangering life or the public welfare. Said temporary or conditional certificate shall be issued subject to such conditions as the Village Board may deem appropriate and may be revoked at any time upon notice. The Building Inspector shall not have the authority to issue a temporary or conditional certificate of occupancy or compliance, and any application therefor shall be made directly to the Village Board.
