The purpose of this chapter is to provide standards and regulations for various types of intrusion, burglar, fire and other emergency alarm devices, whether by direct line, radio, telephone or other means, requiring response thereto by the Police Department, Fire Department or other municipal agencies.
The provisions of this chapter shall apply to any person, firm or corporation who operates, controls, maintains or owns any alarm or device designed to summon the Police Department, Fire Department or other municipal agency to any location in response to any type of alarm signal.
As used in this chapter, the following terms shall have the meanings indicated:
ALARM DEVICE
Any type of alarm system that provides warning of intrusion, fire, smoke, flood or other peril or danger.
ALARM STATION
Any facility operated by a private person, firm or corporation that owns or leases a system of emergency alarm devices, which facility is manned at all times by trained operators employed to receive, record and validate signals and to relay information concerning such validated signals to the Police Department, Fire Department or other municipal agency.
FALSE ALARM
Any alarm actuated by inadvertence, negligence or the intentional or unintentional act or omission of someone other than an intruder or by smoke, fire or heat and shall include such alarms caused by malfunction of the alarm, device or other relevant equipment.

A. 
Any person, firm or corporation which owns, operates, maintains or controls an alarm device shall make application for the continuance thereof, in writing, to the Moonachie or Little Ferry Police Departments, as the case may be, c/o Teterboro Records Division. In the case of newly installed alarm devices, said applications shall be made at least 10 days prior to the installation of the new alarm device.
B. 
The application shall contain the location of the device, the name of the installer of said device, the type of device, i.e., whether fire, burglar or other emergency alarm devices, provisions relating to false alarms and testing procedures, a list of persons to be contacted in the event of an alarm and other information as may be required. Application forms shall be obtained from the Little Ferry or Moonachie Police Departments, as the case may be. It shall be the responsibility of the applicant to complete the form and submit it within the time prescribed herein, together with a fee in the sum of $10 payable to the Borough of Teterboro. The applicant shall list the names of three persons, nonresidents of the premises protected by said alarm device and situated within a reasonable distance of the borough who have keys to the protected premises so that it/they may be contacted in order to inspect the premises, correct or reset the alarm or to respond in the event of an emergency. The Police Department will update such information on an annual basis.
In the case of false alarms, any person, firm or corporation having knowledge thereof shall immediately notify the Police Department. The police will respond to verify the authenticity of the information. No penalties will be assessed if immediate notification is made to the Police Department. If delayed or no notification is made, the violator will be subject to penalties as set forth in this chapter.
A. 
Any person, firm or corporation who/which does not register its alarm device in the manner and time required herein shall be subject to a fine of not exceeding $1,000, a term of imprisonment not exceeding 90 days or a period of community service not exceeding 90 days, or any combination thereof.[1]

B. 
For false alarms occurring during a calendar year:
(1) 
For the first, second and third false alarm, no penalty will be assessed. However, a record of the alarm will be maintained to assure that future alarms will be subject to fines.
(2) 
For the fourth through 10th false alarms, a fine of $50 shall be paid to the borough for each such alarm.
(3) 
For the 11th false alarm and subsequent alarms thereafter, a fine of $100 shall be paid to the borough.
