Any person operating a vehicle on a highway
in the Village of LeRoy shall at all times drive the same at a speed
that is reasonable and proper, having due regard to the traffic, surface
and width of street and of other conditions when existing, and no
person shall drive a vehicle upon a highway at such speed as to endanger
life, limb or property of any person.
