A. 
The regular meeting of the Council shall be held at 8:00 p.m. on the second Wednesday of each month in the Borough Administration Building.
B. 
Special meetings shall be held in the Borough Administration Building at the time and on the day fixed by the call of the Chair, or a special meeting may be called on a signed petition of two or more members of the Borough Council. No business shall be considered at a special meeting other than that for which it was called. All meetings must be properly advertised as required by law.
The following order of business is adopted:

Reading of minutes of previous meeting or meetings and their approval.
C. 
Receipt of communications.
D. 
Privilege of floor extended to citizens.
E. 
Reports of officers in the following order of precedence:
(1) 
Mayor.
(2)

Reports of Boards and Commissions, such as Zoning, Planning, Recreation and Board of Health.

A. 
As soon as convenient after the first Monday of each even-numbered year, it shall be the duty of the President of Borough Council to appoint the hereinafter named standing committees and such other committees and boards as the Council may designate. He shall likewise fill vacancies in committees. Each committee shall consist of three members, with the President of Council in addition acting ex officio, but without power to vote. The President may designate who shall be Chairman unless the committee, or a majority thereof, agrees to select someone other than the first named person as Chairman. Every standing committee shall make a monthly report to the Council and shall be subject to the express orders of the Council. Committees shall meet when and where the Chairman decides. The committees hereinafter designated shall have the powers and duties hereafter or heretofore prescribed by ordinance or otherwise. No improvements, repairs or purchases of an extraordinary nature and not routine in character, or which entail more than ordinary expenditure of money to obtain or complete, shall be undertaken by a committee until directed by the Council. Where the Council is informed of the nature of the work or business and invests authority in the committee to function, then the committee may decide upon and carry into effect all such matters; provided, however, that where the work or item of business requires an ordinance, the committee shall not function until the ordinance has been duly passed, approved and in effect.
B. 
Nothing herein contained shall limit the appointment of other committees as the Council may decide, and the Council may also, by motion, change the duties and powers or enlarge, decrease or annul the same, as it deems proper from time to time.
C. 
[Amended 2-9-2000 by Ord. No. 476] The different standing committees shall have the following functions, powers, duties and responsibilities:
(1) 
The Finance Committee shall have supervision of all matters pertaining to the borough's finances and shall note its approval on all bills and invoices prior to payment.
(2) 
The Highway Committee shall have supervision of all matters pertaining to the construction, reconstruction, maintenance, repair, replacement and cleaning of all streets, gutters, curbs and sidewalks of the borough, in addition to the regulation of driveways.
(3) 
The Public Works Committee shall have supervision in all matters pertaining to the construction, reconstruction, planning, maintenance, repair, replacement, inspection and cleaning of all sewers (sanitary, storm or otherwise), parks and recreational facilities owned or possessed by the borough. This committee shall also include liaison with the Recreation Board.
(4) 
The Public Safety Committee shall have supervision in all matters pertaining to the borough police force, as well as the supplies, equipment, materials and motor vehicles of same, subject to the authority delegated to the Mayor pursuant to the Pennsylvania Borough Code.[1] This committee shall also have supervision in all matters pertaining to fire fighting, fire prevention, civil defense or emergency management, animal control and school crossing guards.

(5) 
The Public Health Committee shall have supervision in all matters pertaining to sanitation, refuse collection and removal, all of streetlights within the borough and electric traffic control devices owned or possessed by the borough. This committee shall also liaison with the Borough Health Officer and the Board of Health.
(6) 
The Law and Ordinance Committee shall have supervision in all matters connected with the preparation, introduction, passage, printing and advertisement of all ordinances, as well as oversight and supervision of the enforcement of same. This committee shall also have supervision of all land use, land planning, building and/or subdivision projects or applications within the borough, as well as all zoning matters, and shall be the liaison with the Planning Commission and Zoning Officer.
(7) 
The Administration Committee shall have supervision over the buildings owned by the borough as well as all borough records.
D. 
All bills, before being presented for payment, must have noted thereon the approval of the committee which had charge of the work or purchase of materials.
Except as otherwise provided by law, any ordinance may be passed in the form and manner now required by law, upon a single reading, at any regular or special meeting of the Council, provided that such special meeting is called for that purpose, any existing bylaw or rule to the contrary notwithstanding.
Robert's Rules of Order, Revised, shall be adopted as the parliamentary procedure for the conduct of the business of the Borough Council. The President of the Council may suspend the Rules of Order and ask for input from the public at his discretion.
