The Department of Inspections, Land Use and Planning shall be headed by the Director of Inspections, Land Use and Planning who shall be appointed by the Mayor with the advice and consent of the Council as provided by N.J.S.A. 40:69A-1 et seq.
A. 
The Director shall, among other things, oversee the Department of Inspections, Land Use and Planning and provide guidance that all applicable code requirements and all Township zoning and land use ordinances are enforced. The Department shall include the Construction Official, subcode officials, UCC inspectors, Zoning Officer, code enforcement officers, Fire Marshal, UFC inspectors, support staff and staff.
B. 
The Director shall have five years' experience in land use and building inspection management in the public sector. The Director shall have a four-year degree from an accredited institution of higher learning with a course of study in an appropriate field or equivalent experience as approved by the Mayor.
C. 
The Director shall be responsible for collecting and accounting of all fees collected pursuant to applications and permits applicable to the Department.
D. 
The Director shall attend Township, Planning Board, and/or Zoning Board meetings as requested by the Council President, Chairman of the Planning Board, or Chairman of the Zoning Board.

The Department of Inspections, Land Use and Planning shall consist of the following divisions, which shall have the following functions and responsibilities:
A. 
The Division of Inspections, which shall be supervised by the Construction Official, and which shall be responsible for administration of N.J.S.A. 52:27D-119 et seq., the State Uniform Construction Act and N.J.A.C. 5:23-1 et seq., the Regulations for the State Uniform Construction Code and the various subcodes provided for therein.
B. 
The Division of Zoning and Planning which shall be responsible for the enforcement of all zoning, land use and housing regulations, and local ordinances, laws and regulations related thereto within the Township.

C. 
The Division of Code Enforcement, which shall be supervised by the Chief Code Enforcement Officer, and which shall be responsible for the preservation and improvement of housing and property standards through enforcement of all or part of the following chapters of the Code of the Township of Manchester to ensure all property owners, residents and businesses are in compliance:
