No person shall operate, conduct or possess a junkyard in this Township without taking out and paying for an annual license, which license shall be granted, in all proper cases, by the Township Council upon written application therefor and upon the payment of the annual license fee herein set forth.

As used in this chapter, the following terms shall have the meanings indicated:
JUNKYARD
The use of more than 200 square feet of the area of any lot for the storage, keeping, or abandonment of junk, including scrap metals or other scrap material, or for the dismantling, demolition, or abandonment of automobiles or other vehicles or machinery or parts thereof.
Each annual license shall expire on December 31 of the year it was granted irrespective of the date it was granted. The annual license fee shall be the sum of $150.

A. 
No new junkyards shall be permitted in Manchester Township.
B. 
One-hundred-foot buffer area shall be kept between a junkyard and all adjacent properties. Such buffer area shall be kept in its natural state and no structures shall be permitted in the buffer zone.
C. 
Fencing. Property used for a junkyard shall have, in good repair entirely surrounding such property, a solid fence or wall at least six feet high from the ground, and such wrecking vehicles, and parts thereof, and junk shall not exceed the height of the fence or wall. Such screen shall be a masonry wall, a wooden fence, a compact evergreen hedge or a solid metal fence, approved by the Township Construction Official.
D. 
Burning. No burning or incineration of vehicles shall be permitted.
E. 
All material shall be stored in such a manner as to prevent the burrowing and infestation of rats, insects or other vermin where necessary. This shall be accomplished by enclosures in containers, raising of materials above ground and separation of type.
F. 
Maximum area. Such use shall not exceed five acres which shall include the required buffer area.
G. 
No structure or enclosure on a junkyard site shall be used for residential habitation.
No junkyard shall be licensed which is not in a clean and orderly condition, reasonably free from fire menace or hazard and is in such a condition that it does not injure or prejudice the health or property of adjacent property owners or other inhabitants of the Township.
No license as herein provided shall be granted unless the consent of the property owners of lands adjacent and contiguous to the proposed site is obtained in writing and submitted to the Township Council with any such application for such a license.
The Township reserves the right to revoke any license granted hereunder in the event that the holder of the license does not obey the rules and regulations contained herein and keep his junkyard at all times in the same condition it would require to be kept in to enable him to get a license.
