There is hereby established the position of
Safety Coordinator within the Township of Manchester.
The Safety Coordinator shall report to the Mayor
and Business Administrator.
The Safety Coordinator shall, among other things,
be responsible to establish a mission statement and Chair the Township's
Safety Committee, establish safety policies and procedures, coordinate
safety inspections of the Township's buildings, grounds and equipment,
and coordinate safety training programs with Township departments
and employees and generally monitor the workplace safety conditions
in the Township.

The Township Council shall have the power to appoint an Animal Control Officer or other person or police officer to enforce the provisions of Chapter
101, Animals.
The duties of the Animal Control Officer shall
include but not be limited to the following:
A. Enforce all laws and ordinances enacted for the protection
of animals, including but not limited to, animal control, animal welfare
and animal cruelty laws of the state and local ordinances.
B. Conduct investigations and initiate and prosecute
complaints and/or violations of animal control, animal welfare or
animal cruelty laws of the State of New Jersey, as well as local ordinances.
C. Engage in the apprehension and arrest and detection
of offenders who have violated animal control, animal welfare and
animal cruelty laws of the state as well as local ordinances.
D. Working in consultation and cooperation with the Manchester
Township Police Department and other animal cruelty investigators
under the direction of the Animal Control Officer as well as the Business
Administrator when applicable, and when necessary cooperatively determining
whether probable cause exists for the application and issuance of
a search or arrest warrant and implementing same.
To be appointed to the position of Animal Control
Officer a person must hold a certificated animal control officer certificate
from the State of New Jersey, have and maintain the New Jersey State
Animal Control Officers Certification pursuant to N.J.S.A. 4:19-15.16a.
