The hours of operation for Township beach sand, beachfront area and bodies of water is the same as proscribed in Chapter 288, § 288-10, with the exception that swimming or bathing is only authorized when lifeguards are present. This regulation may be waived for special events as approved by the Township Council.

A. 
Township beach badges or tags are required for admission to the designated Township lake areas, all beaches, splash pad, pedal boats and fishing areas and must be visibly displayed at all times.
B. 
No person 12 years old or under shall enter upon or be upon the designated lakes, beaches or picnic areas of the Township unless accompanied by an adult over the age of 18 who holds a current beach badge or tag issued by the Township.
C. 
No person shall apply for a beach badge or tag except in his or her own name in his or her guest's name.
D. 
No person receiving a beach badge or tag shall sell, give or otherwise transfer same to any other person.
E. 
Any person who shall violate the rules and regulations shall be subject to revocation of beach badge or tag and beach and recreation area privileges upon written notice by the Township Recreation Director. Such revocation shall become effective immediately upon receipt of the notice. Any revocation may be applied to the Township Council in writing.
F. 
The following volunteer service personnel and noncompensated members of appointed boards and their spouses shall be exempt from the payment of Township beach badges in recognition of their service and duty: members of volunteer fire companies, members of volunteer first aid and emergency squads, members of the Planning Board, Zoning Board, Environmental Commission, ADA Committee, Senior Advisory Council, and Veterans' Advisory Committee.

A. 
No person shall bathe in any lake, pond, stream, or other body of water within or bordering a Township park or public lands unless the body of water has been designated by the Township Council for this purpose and posted by the Director of Public Works.

B. 
No person shall disrobe, remove or put on a bathing suit in any motor vehicle or other vehicle for the purpose of using facilities of the Township splash pad, lakes, ponds, streams or other water bodies or bathing therein.

C. 
No person shall dive, swim, or bathe, within 50 feet of dams or spillways. No swimming under docks is permitted at any time. All swimmers must keep clear of diving areas with only one person at a time on the diving board.
D. 
Swimming across Harry Wright Lake or to the island in Pine Lake is not permitted.
E. 
No person or persons, excluding lifeguards, shall use surfboards, or other similar appliances which might cause injury to bathers.

F. 
No person or persons shall use or tamper with any boat or lifeguard equipment except in emergency without the permission of the lifeguards or the Township Director of Recreation.

G. 
Lakes must be vacated upon order of lifeguards when rain or electric storms or other natural hazards are evident, or under all emergency conditions as deemed necessary by the lifeguard on duty. Lifeguards and beach attendants must be obeyed at all times and no distractions of lifeguards is permitted unnecessarily from their normal and regular duties.

A. 
No persons shall use private boats, kayaks, canoes or similar flotation devices on any streams, lakes or body of water within the Township unless the stream, lake or body of water has been designated by the Township Council for such use and posted by the Township Director of Public Works.

B. 
The use of Township-owned or -sponsored pedal boats or other recreational equipment at Township bodies of water is permitted with the purchase of a seasonal or daily beach badge. Rules and regulations for the use of the Township-owned or -sponsored pedal boats or other recreational equipment on Township bodies of water may be promulgated by the Recreation Director with approval by the Mayor.

A. 
It shall be unlawful for anyone to engage or participate in any activity deemed dangerous by Township personnel at, in or upon Township beach bathing areas, picnic areas, playground areas or concession areas during the regular scheduled bathing and picnic season, which tends to annoy, interfere with, or disrupt or endanger any person thereon.
B. 
No beach parties shall be allowed or permitted upon beaches at any time during the regularly scheduled bathing and picnic season. Picnics are permitted in a designated picnic area only.

C. 
No person shall use any fishing tackle or fishing instrument on any streams, lakes or body of water within the Township unless the stream, lake or body of water has been designated by the Township Council for such use and posted by the Township Director of Public Works.

D. 
The Township reserves the right to amend these regulations by a resolution of the Township Council and to designate the areas for fishing.

Any person violating any of the terms or provisions of this article shall, upon conviction, be subject to a fine not exceeding $500 and/or confinement in the Ocean County Jail for a period not to exceed 30 days.
