No owner or operator of a motor vehicle shall park said vehicle unattended on any Town street or highway or county highway within the Town of Dickinson for the longer of the following:
A. 
For 24 hours following the prediction by the National Weather Service, for Broome County, New York, of two or more inches of snow within the next 24 hours; or
B. 
Upon the accumulation of two or more inches of snow, as measured by the Commissioner of Public Works (or his/her designee) in the Town of Dickinson Town Hall front yard, until such accumulation has been reduced to less than two inches by melting or evaporation.
A. 
The motor vehicles in violation thereof may be towed away by or at the direction of the Commissioner of Public Works of the Town of Dickinson and impounded until reasonable towing and storage costs are paid.

B. 
As an alternative to the towing away of motor vehicles, motor vehicles left on Town streets after a two-inch snowstorm may be ticketed with the imposition of a fine of not less than $10 nor more than $25 for the first offense and a fine of not less than $25 nor more than $50 for a second and subsequent offense thereafter.

The Commissioner of Public Works shall maintain appropriate signs at all main entrances to the Town of Dickinson between November 15 and April 15 of each year stating "No Parking After two inches Snowfall or two inches Predicted Snow November 15 to April All Roads Town of Dickinson."
