The provisions of this chapter shall apply except when it is
necessary to stop a vehicle to avoid conflict with other traffic or
in compliance with the directions of a police officer or official
traffic control device.

Wherever a parking space shall be designated on the surface
of any street, highway, Town parking field or private parking field
that is open to the general public for the parking of an individual
vehicle, every vehicle there parked shall be parked within the markings
designating such parking spaces and facing the proper direction in
accordance with the flow of traffic..
