A. 
The Village Board of Trustees shall designate the days, hours and areas of municipal lots that may be utilized for parking by permit, and the rules and regulations governing said permits, including but not limited to the cost and duration of permits. A copy of such rules and regulations shall be maintained in the offices of the Village Clerk and the Parking Authority.
B. 
The areas designated for permit parking by the Village Board of Trustees shall be clearly posted with appropriate signage.
C. 
Parking of the type of vehicles designated in § 330-37C(1) is prohibited during the hours and in the location described therein.
(1) 
Campers, recreational vehicles, or tractors and tractor-trailer combinations in excess of 10 tons or, irrespective of weight, having an overall length of 30 feet or more, are hereby excluded from parking in any municipal parking lot between the hours of 2:00 a.m. and 6:00 a.m.
The Department of Public Works shall provide for the installation, operation and use of parking meters or multispace parking control devices in the metered municipal parking lots, shall cause said meters or multispace parking control devices to be maintained in good working condition and shall cause to be placed on the surfaces of said parking lots lines or marks designating the spaces within which vehicles may park. Parking meters shall be placed in such lots next to the individual parking spaces so designated. Said meters shall be so constructed as to display a signal evidencing legal parking upon the deposit therein of coins of the United States for such periods of time as conforms to the instructions thereon. The aforesaid signal shall remain in evidence until the expiration of that time period, at which time a change of signals or some other mechanical operation shall indicate the expiration of said parking period. Multispace parking control devices shall be installed in or adjacent to the metered municipal parking lots, and such multispace parking control devices shall provide instructions for the use of same in purchasing time in a parking space located in the municipal parking lot.

When any vehicle shall be parked or left standing in a parking space in a metered municipal parking lot, the owner or operator of said vehicle shall park or stop within the area designated by the marking lines therein and upon entering said parking space shall immediately deposit in said parking meter or multispace parking control device currency of the United States, in accordance with the instructions on said parking meter or multispace parking control device.
B. 
It shall be unlawful to park a vehicle in any area other than a designated parking space. It shall be unlawful to fail or neglect to deposit the proper currency into the parking meter or multispace parking control device corresponding to the parking space occupied. Upon the deposit of the proper currency, the parking space may be used for said vehicle during the ensuing parking period; however, said vehicle shall be unlawfully parked in the event that it remains in such parking space beyond the established parking limit or when the parking meter corresponding to the parking space occupied displays a signal evidencing the expiration of such parking period, or both of the foregoing; provided, however, that this section shall not prevent the owner or operator of a vehicle from parking same in a parking space without depositing currency, as aforesaid, where it appears that the maximum legal parking limit has not expired since the deposit of the previous currency.
C. 
It shall be unlawful for any person to cause or permit any vehicle registered in his or her name to be unlawfully parked as set forth in this section.
In the event that any automobile, motorcycle or other vehicle has been left illegally standing or parked in any metered municipal parking lot, pursuant to this article, for a period in excess of five continuous hours, the same shall be, and is hereby declared to be, a public nuisance, and such vehicle shall be removed from that metered municipal parking lot at the expense of the registered owner thereof. Any vehicle which has been removed from a metered municipal parking lot pursuant to this section shall be returned to the registered owner thereof upon the payment by the registered owner of the fines levied against said vehicle, including towing and storage costs.

Parking meters in the municipal parking lots shall be in operation from the hours of 10:00 a.m. to 7:00 p.m. or as otherwise posted, Monday through and including Saturday. Parking meter regulations are suspended on Sunday and legal holidays. The Board of Trustees shall set, by resolution, the fees to be charged by motorists for the use of said meters or multispace parking control systems. Notwithstanding the foregoing, the Village of Nyack Parking Authority may, by resolution, set the days and times of enforcement for all parking in the Village of Nyack on a temporary sixty-day trial basis, including both metered and nonmetered parking, on both streets and lots. The Village Parking Authority shall cause all appropriate signage reflecting the days and times of enforcement of said temporary regulations as set by Parking Authority Board resolution to be erected prior to the implementation of the temporary regulations. Any regulations adopted by the Village Parking Authority pursuant to this subsection shall be null and void if the same are not approved by resolution by the Village Board of Trustees within 60 days of implementation.
The currency required to be deposited in parking meters or multispace parking control devices located in municipal parking lots, as provided herein, are levied as enforcement and inspection fees to cover the cost of installation, operation, maintenance, policing and supervision of parking meters, the enforcement of other parking regulations, and the providing of additional public parking in the Village. The funds collected shall be deposited in the Village's general fund unless the Board of Trustees, by resolution, authorizes the Parking Authority of the Village of Nyack to be the recipient of part or all funds collected from the Village's parking meters. This section is intended to supersede any provision of the New York State Public Authorities Law which conflicts with same, including but not limited to § 1622-h of the Public Authorities Law.

A. 
Any person violating any provision of this article may, upon conviction, be punished by a fine of not less than $5 nor more than $250 or by imprisonment for not more than five days, or both. The provisions contained herein regarding the imposition of fines or other penalties shall also apply to any firm or corporation which violates any provision of this article.
B. 
In addition to the penalties referenced in § 330-43A any costs or fees incurred in connection with the collection of outstanding past due parking tickets shall be assessed to the violator.
