The owner, person-in-charge and/or occupant of property shall maintain the exterior areas of the property in compliance with the standards established in this article. The failure, neglect or refusal to comply with any one of the standards in this article shall be deemed a violation of this chapter.

(A) 
Sanitation. All exterior areas of property shall be maintained in a clean, safe and sanitary condition. An occupant shall keep that part of the exterior property which such occupant occupies or controls in a clean and sanitary condition.
(B) 
Grading and drainage. Property shall be graded and maintained to prevent the erosion of soil and to prevent the accumulation of stagnant water either on the property or within any structure located thereon, except for retention areas and reservoirs.
(C) 
Exhaust vents. Pipes, ducts, conductors, fans and blowers shall not discharge gases, steam, vapor, hot air, grease, smoke, odors or other gaseous or particulate wastes directly upon adjacent public or private property, or in the spaces of a another tenant.
(D) 
Accessory structures. All accessory structures, including detached garages, fences and walls, shall be maintained structurally sound and in good repair.
