The Board of Road Commissioners or other board of officers or
officer having the powers of Road Commissioners may at any time temporarily
close any street or way within said Town if, in the opinion of said
board or officer, public necessity, convenience or safety so requires.

No person shall form or conduct any parade in any street, sidewalk
or public way within the Town of Hopedale, or form or conduct for
the purpose of display or demonstration any procession, or assembly
of people within any such street, sidewalk or way, without a written
permit of the Select Board, and no person shall take part in any such
parade, procession or assembly that is not authorized by such permit.

No person shall give any public address, speech or harangue
in any street or public square within the Town of Hopedale, without
a written permit signed by the Select Board, or within any public
park in said Town without a written permit signed by the Park Commissioners.
No person shall post, affix, or in any way attach any poster,
handbill, notice, advertisement or placard, or paint, draw, or stamp
any letter, notice, figure or advertisement upon, or otherwise deface
any wall, fence, tree, post, building or structure not his own, within
the Town of Hopedale, except with the consent of the owner thereof.
No person shall distribute papers, circulars or advertisements
through the Town in such manner as to create a disturbance or litter.
No street band shall play nor any musical instruments be played
by anyone in the public streets, sidewalks or ways of said Town without
the written permission of the Chief of Police.
No person shall display any banner or placard, except the flag
of the United States or the Commonwealth, in the streets, sidewalks,
or public ways of said Town without a written permit of the Chief
of Police.

Except as otherwise specifically provided in this bylaw, the penalty for violation of this bylaw shall be $25 for each offense. Whoever violates any provision of this bylaw may, in the discretion of the enforcing officer, be penalized by a noncriminal complaint pursuant to the provisions of MGL c. 40, § 21D, and the Town's Noncriminal Disposition Bylaw (Chapter
1, General Provisions, Article
II, Penalties; Noncriminal Disposition). For the purpose of this provision, the penalty to apply in the event of a violation shall be $25.
