Nothing contained in these standards is intended to restrict,
impede or prohibit the acceptance or application of new developments
or technology related to housing construction, materials used in construction,
utilities, facilities or fixtures.
The Secretary may waive any provision of this chapter, provided
that such waiver is in harmony with the general purpose and intent
of this chapter or where there are practical difficulties or unnecessary
hardships in carrying out the strict letter of this chapter.
