The water distribution and drainage system of any building hereafter
constructed in which plumbing fixtures are installed shall be connected
to a public water supply system, if available. Where public water
supply is not available, an individual water supply system shall be
provided.
A public water supply system shall be deemed available to a
building if the building abuts and is within 150 feet of a public
water supply system. The 150 feet shall be measured from the street,
alley or easement in which the public water supply system is located
along the shortest distance to the building's public water connection,
which shall conform with the standards and requirements of the ordinances
of West Bradford Township.
If an owner of property required to connect with a public water
supply system pursuant to this article shall neglect or refuse to
connect with and use said system for a period of 90 days after notice
to do so has been served upon him by the Board of Supervisors of the
Township of West Bradford through its agents, either by personal service
or by registered mail, said Supervisors or their agents may enter
upon such property and construct such connection. In such case, the
Supervisors shall forthwith, upon completion of the work, send an
itemized bill of the costs of construction of the connection to the
owner of the property to which connection has been made, which bill
shall be payable forthwith, or the Supervisors may authorize the payment
of the costs of construction of connection in equal monthly installments;
said installments shall bear interest at the rate not to exceed 7%
per annum. If said itemized bill and/or any installment is not paid
forthwith as provided by this section, the Supervisors shall authorize
the collection of said debt by appropriate legal means, including
but not limited to the filing of a municipal lien against said property.
The Supervisors shall prepare rules and regulations, which may
be changed from time to time, with respect to any water connections
and use pursuant to this article.

Any person who violates or permits a violation of this article
shall, upon conviction in a summary proceeding brought before a Magisterial
District Judge under the Pennsylvania Rules of Criminal Procedure,
be guilty of a summary offense and shall be punishable by a fine of
not more than $1,000, plus costs of prosecution. In default of payment
thereof, the defendant may be sentenced to imprisonment for a term
not exceeding 90 days. Each day or portion thereof that such violation
continues or is permitted to continue shall constitute a separate
offense, and each section of this chapter that is violated shall also
constitute a separate offense.
