No elected or appointed official or employee of the City of
Camden shall enter into any contractual or employment relationship
with any person or entity where it is anticipated that the payment
for that person's services will be made with the proceeds of a grant
given, received or administered by the City of Camden; provided, however,
that this prohibition shall not prohibit payments of salaries and
fees established by law or by ordinance or resolution of the governing
body. Nor shall any employee continue any employment or contractual
relationship for more than 60 days beyond the effective date of article.
