After bids are received for a particular construction contract, subject to the provisions of Article III and § 14-13 and prior to the award of such a contract by the Camden City Council, the apparent low bidder and the known principal subcontractors will be required to attend a pre-award conference with the Affirmative Action Officer. The purpose of the pre-award conference will be to evaluate the developer/contractor's affirmative action plan or plans to comply with the provisions of this chapter and its past performance with respect to affirmative action.
The evaluation shall focus on the developer/contractor's commitments to:
A. 
Cooperate with the unions with which the contractor has agreements in the development of programs to assure qualified members of minority groups of equal opportunity in employment in the construction trades.
B. 
Improve opportunities for the upgrading of the job titles of the minority group members of the construction force.
C. 
Actively seek union membership for qualified minority members of the construction force.
D. 
Make certain that all recruiting activities are carried out on a nondiscriminatory basis.
E. 
Make known to all of the subcontractors, employees and sources of referral its equal employment opportunity policy.
F. 
Encourage minority group subcontractors to bid for subcontracting work.
G. 
Demonstrate how minimum requirements and goals, as set forth in this chapter, will be met.
