On construction contracts of $2,500,000 or more, the City must
set aside 1/2 of 1% of the total project cost to be used for outreach
and training of minorities and females, if necessary, for the contractor
to meet the hiring goals.

An appropriate budget item and/or category shall be established
by the City for all monies set aside under this article. In compliance
with all laws and with the advice and consent of City Council, such
monies shall be disbursed only to qualified job training programs
that train residents of the City of Camden in a state-approved training
facility, which is located within the City of Camden.
