It shall be unlawful for any person or corporation owning, keeping, harboring or having the custody or possession of a vicious dog, as defined, whether registered or not, to permit such dog to be in or upon any public street, avenue, road or highway or in or upon any public or quasi-public place, unless such dog at such time shall be led by a chain, cord, thong or other leash in the hands of a person capable of leading and controlling such dog and said vicious dog shall wear a muzzle.
Any vicious dog which shall be in or upon any public street, avenue, road or highway or in or upon any public or quasi-public place or shall run at large in the City of Camden, in violation of this section, may be seized, taken into custody, impounded and destroyed or otherwise disposed of by the poundkeeper, dogcatcher, Dog Warden, any member of the Police Department or police force of the City of Camden or by any person or persons who may be employed or appointed by the City for these purposes.
Any person, association or corporation who owns, keeps or harbors or has custody or possession of a vicious dog, as defined, and who shall permit said dog to remain on his/her or its premises, but outside the confines of a closed structure thereon, must muzzle, legally fence in or securely leash or chain such dog in such a manner as to prevent said dog from attacking or biting a person lawfully on said premises.
Any person who shall own, keep, harbor or have possession of a vicious dog, as defined, and who shall be convicted of a second violation of any section of this article involving the same vicious dog may, in addition to other prescribed penalties, be ordered, in the discretion of the Municipal Judge of the City of Camden, to permanently remove said vicious dog from the City of Camden.
No person, corporation or association, with the exception of duly appointed public officials or employees acting in their official capacity, shall keep, harbor or have custody or possession, within the City of Camden, of any dog which has been or shall be intentionally trained to attack, injure, maim or kill any human being or domestic pet voluntarily or upon command.
No person owning, keeping, harboring or having custody of a dog shall permit it to cause a traffic hazard or to do or cause any injury to other domestic animals which are not at fault or to do damage to any lawn, shrubbery, flowers or garden grounds or commit any nuisance on any other property of others. Said person may either be liable for the injury or damage or for the compensation of the absorbed cost. However, any damages which may be recoverable for any injury shall be pursued by civil remedies.
No person owning, keeping, having custody, harboring, walking or in charge of any dog shall cause, suffer, permit or allow such dog to soil, defile, defecate on or commit any nuisance on any common thoroughfare, street, sidewalk, passageway, road bypass, play area, park or any place where people congregate or walk or upon any public property whatsoever or upon any private property without the permission of the owner of the private property in the last instance. If any such person shall permit such dog to soil, defile, defecate on or commit any nuisance on the areas aforesaid, he or she shall immediately remove and dispose of all feces and droppings deposited by such dog, which removal shall be in a sanitary manner by a shovel, container, disposal bag, etc. In a multidwelling complex, the tenant dog owner shall take his or her dog to the only designated walking area for dogs or other animals which shall be provided and maintained in a sanitary manner by the management of the complex. On the dog owner's own property, he/she shall maintain the property in a sanitary manner in order to prevent any noxious odors, attraction of vermin breeding or any other public health nuisance to neighbors.

A. 
Purpose. The purpose of this section is to establish requirements for the proper disposal of pet solid waste in the City of Camden, New Jersey, so as to protect public health, safety and welfare, and to prescribe penalties for failure to comply.
B. 
Definitions. The following terms, phrases, words and their derivations shall have the meanings stated herein unless their use in the text of this section clearly demonstrates a different meaning. When not inconsistent with the context, words used in the present tense include the future, words used in the plural number include the singular number, and words used in the singular number include the plural number. The word "shall" is always mandatory and not merely directory.
IMMEDIATE
The pet solid waste is removed at once, without delay.
OWNER/KEEPER
Any person who shall possess, maintain, house or harbor any pet or otherwise have custody of any pet, whether or not the owner of such pet.
PERSON
Any individual, corporation, company, partnership, firm, association, or political subdivision of this state subject to municipal jurisdiction.
PET
A domesticated animal (other than a disability assistance animal) kept for amusement or companionship.
PET SOLID WASTE
Waste matter expelled from the bowels of the pet; excrement.
PROPER DISPOSAL
Placement in a designated waste receptacle, or other suitable container, and discarded in a refuse container which is regularly emptied by the municipality or some other refuse collector; or disposal into a system designed to convey domestic sewage for proper treatment and disposal.
C. 
Proper disposal required. All pet owners and keepers are required to immediately and properly dispose of their pet's solid waste deposited on any property, public or private, not owned or possessed by that person.
D. 
Exemptions. Any owner or keeper who requires the use of a disability assistance animal shall be exempt from the provisions of this section while such animal is being used for that purpose.
E. 
Enforcement. The provisions of this section shall be enforced by the Department of Code Enforcement, Department of Public Works, Police Department, and Animal Control Officers of the City of Camden.
F. 
Violation and penalties. Any person(s) who is found to be in violation of the provision of this section shall be subject to a fine not to exceed $25.

Any person who is the owner of a vicious or potentially dangerous dog shall be subject to the uniform set of state requirements as set forth in N.J.S.A. 4:19-17 et seq.[1]

Unless otherwise provided in the chapter, penalties against persons violating the provisions of this article shall be imposed in accordance with the provisions of § 1-15.
