The Mayor, with the consent of the Board of Aldermen, shall
appoint a Budget Director who shall serve as such during the term
of office of the Mayor. The person so appointed may, but shall not
be required to be an Alderman, and shall be an ex officio member of
the Budget Committee.

The Mayor shall annually appoint a Budget Committee of not more
than seven (7) persons, four (4) members of which shall be Aldermen.
The Budget Committee shall assist the Budget Director in preparation
of the City's annual budget, review expenditures and approve bills
for payment.

It shall be the responsibility of the Budget Director to see
that the annual budget is properly prepared and submitted to the Board
of Aldermen.

A. The
annual budget shall present a complete financial plan for the ensuing
budget year, coinciding with the City's fiscal year established from
time to time, and shall include:
1. A budget message describing the important features of the budget
and major changes from the preceding year;
2. Estimated revenues to be received from all sources for the budget
year, with a comparative statement of actual or estimated revenues
for the two (2) years next preceding, itemized by year, fund, and
source;
3. Proposed expenditures for each department, office, commission, and
other classification for the budget year, together with a comparative
statement of actual or estimated expenditures for the two (2) years
next preceding, itemized by year, fund, activity, and object;
4. The amount required for the payment of interest, amortization, and
redemption charges on the City's debt;
5. A general budget summary.

A. The
total proposed expenditures from any fund shall not exceed the estimated
revenues to be received plus any unencumbered balance or less any
deficit estimated for the beginning of the budget year.
B. No
expenditure shall be authorized from any fund in excess of the total
amount budgeted for such fund except by resolution of the Board of
Aldermen setting forth the facts and reasons making the increase necessary
and authorizing the expenditures.
C. During
the budget year, the Board of Aldermen, on motion, may transfer any
balance or portion from the expenditure authorization of one department,
office or classification to another. The Mayor shall have the authority
to transfer budgeted items within a department or office by written
order.

All officers and employees of the City shall cooperate with
the Budget Committee and Budget Director and supply requests for funds
and information as to revenues which shall be reviewed before the
proposed budget is prepared.

A. The
proposed budget as approved by the Budget Committee shall be submitted
by the Budget Director along with such explanatory material and recommendations
as may be required to the Board of Aldermen.
B. The
Board of Aldermen shall adopt a budget prior to the beginning of the
fiscal year by approval, revision or alteration of the proposed budget
and shall adopt such motions, resolutions or ordinances as may be
necessary to authorize the budgeted expenditures and to produce the
revenues estimated.
