There is hereby established a Municipal Appointment Committee, hereinafter referred to as "Committee."
The Committee shall be composed of Camden City Council members.
The Committee shall consist of three members who shall be appointed to the Committee by a majority vote of the governing body.
The members of the Committee shall annually elect a Chairperson from among the membership.
A member shall serve a term of one year. There shall be no limitation on the number of terms members shall serve; however, no member shall serve for two consecutive years.
A. 
The Committee shall evaluate the qualifications of all City Council authorized appointments to municipal organizations, prior to the submission of a candidate's name for appointment by Council. This evaluation shall include the review of resumes and supporting documentation and, if deemed necessary, an interview of the candidate.
B. 
The Committee shall make recommendations to City Council regarding all City Council authorized appointments.
C. 
The Committee, on its own behalf, shall have the authority to submit a candidate's name for appointment by Council.
D. 
At the request of City Council, the Committee shall make its recommendations regarding mayoral appointments, which are subject to the advice and consent of City Council. The review of a mayoral appointment shall be limited to the supporting documentation that is provided to City Council on behalf of the Mayor. The Committee shall neither have the power to interview a mayoral candidate nor to propose an alternative mayoral candidate.
E. 
The Committee shall maintain a resume databank of individuals interested in appointment to a municipal organization. The Committee shall also update candidate information and interest, as well as conduct interviews, when appropriate.
F. 
The Committee shall investigate the need for existing but inactive municipal organizations.
G. 
The Committee shall determine the need to establish new municipal organizations.
H. 
The Committee shall serve generally as an advisory body to the City Council concerning municipal organizations.
The Committee shall convene once a month, or more frequently if, in the opinion of any member of the Committee, a meeting should be convened to fulfill the functions and purposes of this article. In addition to its recommendations to City Council regarding appointments to municipal organizations, the Committee shall report to the governing body on a quarterly basis.
