There is established by charter agreement a joint department for both fire and ambulance services within the Village and the City of Schofield named the Riverside Fire District. The Riverside Fire District shall be governed pursuant to its charter.
The Village grants the members of the Riverside Fire District ("District") the exclusive control over the deposit and expenditure of volunteer funds of the District pursuant to § 66.0608, Wis. Stats., and subject to the following:
A. 
"Volunteer funds" means funds that are raised by the members of the District, by other volunteers, or by donation to the District, for the benefit of the District.
B. 
The District shall use an account in the name of the District in a public depository.
C. 
"Public depository" means a federal or state credit union, federal or state savings-and-loan association, state bank, savings-and-trust company, federal or state savings bank, or national bank in this state which receives or holds any public deposits or the local government pooled investment fund.
D. 
The District's Board or its designee shall have control over the deposit and expenditure of the volunteer funds.
E. 
Specific uses of the volunteer funds shall be determined by the District Board or its designee.
F. 
The District Board or its designee shall annually provide to the Village a report describing the collection, deposit and uses made of the volunteer funds by October 1.
G. 
Notwithstanding this chapter, volunteer funds shall remain the property of the Village and the City of Schofield, and use of such funds as herein described is only to be in lieu of any contrary actions by the governing bodies of the Village and the City of Schofield.
It is hereby authorized pursuant to § 61.64, Wis. Stats., that reasonable ambulance fees for ambulance services may be established and charged within the Village, specifically, a uniform rate per call to be charged to each individual for ambulance services provided within the service area; a uniform rate per call to be charged to each individual for ambulance services provided outside the service area; and mileage rates to be charged for the use of vehicles.
