Words and phrases, when used in this chapter, shall have meanings
ascribed to them in the Pennsylvania Motor Vehicle Code as now in
force or as hereafter amended, enacted or reenacted,[1] except in those instances where the context clearly indicates
a different meaning. The singular shall include the plural, and the
masculine shall include the feminine.

The Township of Wilkins shall adopt all traffic and parking
regulations of a permanent nature:
A.
By enactment of an ordinance.
B.
By action of the Chief of Police of Wilkins Township. The Chief of
Police is by this section authorized and directed to impose such traffic
regulations as may be specified from time to time by the Board of
Commissioners of Wilkins Township by resolution. Such resolution may
direct the Chief of Police to regulate traffic or parking through
exercise of any of the powers specified at 75 Pa.C.S.A. § 6109(a).
Regulations of traffic or parking so imposed shall be deemed to have
been authorized and imposed by this chapter and by action of a public
official authorized to act on specified matters in accordance with
the provisions of 75 Pa.C.S.A. § 6109(b)(2).
C.
In such other manner as may be authorized by law.
The Chief of Police of the Township of Wilkins or the officer
in command in his absence shall have the following powers:

Adopting and enforcing such temporary or experimental regulations
as may be necessary to cover emergencies or special conditions, including
but not limited to fire, flood, storm or road construction damage;
Vehicle Code Section 6109(a)(20).[2] Such temporary and emergency regulations shall be enforced
by the Police Department of the Township of Wilkins in the same manner
as permanent regulations.

The Board of Commissioners of Wilkins Township shall further
have the power and authority to establish, change and abolish and
to designate by appropriate markings or signs, crosswalks, traffic
lanes and parking spaces; Vehicle Code Section 6109(b).[1]

The Police Department shall keep a record of all violations
of the traffic ordinances of this Township or of the state Vehicle
Code of which any person has been charged, together with the final
disposition of all such alleged offenses.
The Board of Commissioners is hereby authorized to determine
and designate intersections where particular traffic hazards exist
upon other than through streets and to determine whether vehicles
shall stop at one or more entrances to any such stop intersection,
and shall erect a stop sign at every such place where a stop is required;

A.
No person shall stop, stand or park a vehicle upon any highway where
such stopping, standing or parking would create a hazardous traffic
condition or would unduly interfere with the free movement of traffic.
No person shall park a vehicle within an alley in such a manner
or under such circumstances as to leave available less than 10 feet
of the width of the roadway for the free movement of vehicular traffic,
and no person shall stop, stand or park a vehicle within an alley
in such a position as to block the driveway entrance to any abutting
property.
The state traffic laws regulating the speed of vehicles shall
be applicable upon all street's and highways within the Township,
except as this chapter, as authorized by state law, hereby declares
and determines upon the basis of traffic investigation that certain
speed regulations shall be applicable upon specified streets and highways
or in certain areas, in which event it shall be unlawful for any person
to drive a vehicle at a speed in excess of any speed so declared in
this chapter when signs are in place giving notice thereof. No person
shall exceed the maximum speed limit as posted on any highway within
the Township; Vehicle Code Sections 3363 and 6109(a)(10) and (14).[1]

Any person or firm or corporation causing damage to be done
to any traffic standard, sign or other construction of the Township
shall become liable to pay the damages caused thereby.
The Police Department shall have the right to remove, if necessary,
any vehicle obstructing traffic, whether parked or standing. The charges
for such removal shall be held by the person owning or in charge of
the vehicle causing such obstruction or which is illegally parked;

The Township may determine and designate which streets or highways
in the Township require a limitation of the weight of motor vehicles
which use said streets or highways in order that said streets or highways
shall not be damaged. Upon ascertaining which streets or highways
require said limitation of weight passing over the same, signs shall
be erected at either end and along streets and highways setting forth
the maximum weight of motor vehicles which can use said streets and
highways; Vehicle Code Section 4902.[1]

The provisions of the Pennsylvania Vehicle Code as to the procedure
in prosecuting violations shall be followed in the enforcement of
the provisions of this chapter.

No operator of any vehicle shall make a U-turn upon the Greensburg
Pike, William Penn Highway, Brown Avenue, Churchill Road, Larimer
Avenue, Rodi Road or Penn Center Boulevard.

The following intersections located in the Township are hereby
declared to be stop intersections and official stop signs shall be
erected or are hereby confirmed if heretofore erected. All vehicles
traveling upon the first named street, upon approaching the second
named street shall come to a full stop, at a clearly marked stop line,
or if none, before entering a crosswalk on the near side of the intersection
or, if none, then, at a point nearest the intersecting roadway where
the driver has a view of approaching traffic on the intersecting roadway
before entering into the intersection.
