As used in this article, the following terms shall have the meanings indicated:
SEMITRAILER
A fully enclosed six-panel truck trailer supported at the rear by its own wheels and at the front by a fifth wheel mounted to a tractor or a dolly.
TRACTOR
Truck designed primarily to pull a semitrailer by means of a fifth wheel mounted over the rear axle.
TRACTOR-TRAILER
Tractor and semitrailer combination.
Parking of tractor-trailers shall be authorized, subject to the issuance of a valid permit as authorized by this article, at the following locations:
A. 
Designated parking spaces on the south side of the transit yard located at 109 West Fulton Street.
Permits will be issued only to residents of the City of the Gloversville that are owners of tractors as defined in § 284-87 herein. Only one tractor per permit is authorized. Individuals shall not hold more than one permit for any given period.
The office of the City Clerk is authorized to issue up to 10 permits. No more than 10 permits shall be effective at any one time. Permits shall be issued on a first come, first served basis.
Permits shall be issued for the following six-month intervals: January 1 to June 30; and July 1 to December 30 each year. A fee of $500 shall be paid at the time that permit is issued. A person in possession of a valid permit issued for the period of January 1 to June 30 may renew the permit between May 1 and May 20 each year. A person in possession of a valid permit issued for the period July 1 to December 30 may renew the permit between December 1 and December 20 each year. Failure to renew a permit by the deadlines set forth herein will result in the permit holder's space becoming available to new applicants who meet the qualifications set forth in § 284-89 herein. All documentation required pursuant to § 284-92 must be provided each time the permit holder seeks renewal. Expired permits are not subject to renewal and the permit holder of an expired permit shall submit a new application.
An application for a permit shall be available at the office of the City Clerk. All applicants must provide the following at the time that the application is submitted.
A. 
A valid NYS driver's license.
B. 
Proof of residency in the City of Gloversville.
C. 
Proof of ownership and valid registration of the tractor.
D. 
A copy of the applicable motor vehicle insurance policy.
E. 
Permit fee of $500.
F. 
Executed hold harmless and indemnification agreements provided by City Clerk.
G. 
Fully executed permit application with notarized signature of the applicant.

Each person granted a permit pursuant to this article shall receive two permit placards. A permit placard must be visible on each tractor and trailer at all times and the failure to clearly display permit placards on each tractor and/or trailer shall be considered a violation.
Any unauthorized tractors, trailers, or any other unauthorized motor vehicle found to be parked in the designated area shall be ticketed and the owner of same shall be subject to a fine in the amount of $250 per day for each day that the violation exists. In addition, the unauthorized tractor, trailer, or motor vehicle shall be towed at the owner's expense.
Any permit issued under this article may be revoked at the discretion of the Chief of Police of the City of Gloversville.
