A. 
If a member of a board, agency or authority whose members are appointed by the Mayor with the consent of the City Council or appointed by the City Council is absent for three consecutive or three within a series of six consecutive board, agency or authority meetings, including regular and special meetings, for reasons other than an acute medical problem, it will be considered as a ground for removal for cause upon written charges, and shall trigger a public hearing before City Council, if requested, by the person whom charges are brought against.
B. 
The adoption of this article shall not limit other grounds for removal for cause pursuant to state law or regulations or City ordinances.
Each board, agency or authority shall have its chairperson or secretary give the City Council a report on its attendance within three business days after each board, agency or authority meeting, including regular and special meetings.
A copy of this article shall be sent to each of the City's appointed boards, agencies and authorities.

A. 
All members of agencies, authorities, and boards appointed by the Mayor or City Council to serve on the aforesaid public bodies, as statutorily provided, shall be physically present to attend and participate in all meetings of said public bodies at which any business affecting the public is discussed or acted upon in any way.
B. 
The only exception to the aforesaid in-person attendance requirement is for those circumstances that would (1) likely result in substantial harm to the public interest, thus requiring the holding of an emergency meetings pursuant to the Open Public Meetings Act[1]; and (2) in which a member's corporeal presence is not possible and his/her participation can only be obtained by means of communications equipment.

C. 
Each secretary of the respective agency, authority, and board shall record all communications equipment (e.g., telephonic or video) at such emergency meetings. The requirements of this section are not applicable to members of agencies, authorities, and boards appointed by the State of New Jersey.
