It shall be the role of the Board of Aldermen to select a depositary
for the funds of the City of Valley Park, Missouri, at the first meeting
in June for five-year terms beginning in 2018. The rules and regulations
for the selection of the depositary may be established by ordinance.

A. The City Clerk shall seek out proposals from banks conducting business
in the City of Valley Park and whom desire to hold the City's funds
in depositary.
B. The City Clerk shall summarize submitted proposals to the Board of
Aldermen and shall make a recommendation for which bank or banks should
act as the depositary for City funds.
C. The Board of Aldermen shall review the recommendation of the City
Clerk and choose a bank that will serve as the depositary institution
for the City's funds for a period of five (5) years.

A. If the Mayor or City Clerk determines that exigent circumstances
exist within the five-year term that necessitate a review or change
of an existing depositary, it shall bring the matter before the Board
of Aldermen for review and consideration.
B. If the Board of Aldermen determines that exigent circumstances exist,
the Board of Aldermen may make whatever changes it deems necessary
to project the City's funds, including, but not limited to, changing
depositaries for the duration of the five-year term.
C. Exigent circumstances include, but are not limited to the following:
financial instability of the depositary, breach of confidentiality
by the depositary, mismanagement of depositary funds and/or lack of
support by the depositary.
