An Arts, Cultural and Heritage Commission is hereby created pursuant to the authority granted to the City under N.J.S.A. 40:48-2, N.J.S.A. 40:69A-40 et seq., and in furtherance of the authority granted pursuant to N.J.S.A. 40:10A-1 et seq.
The purpose of the Commission shall be to:
A. 
Act as an advisory body to the Mayor and City Council on the provision of quality arts programming and services throughout the City, and the promotion and connection of visual, performing and literary artists, and arts organizations;
B. 
Assist the City in programming, public art, and artist services, inclusive of youth programs and community events, with the objective of bringing together the arts and the community;
C. 
Work with the Mayor, City Council, and pertinent stakeholders to build, promote, coordinate and develop a creative, diverse, and artist-friendly community that serves all residents;
D. 
Consider, study and recommend plans for the development of City-wide arts, cultural, and history programs;
E. 
Investigate possibilities of obtaining grants to aid programs and to make recommendations on available resources to the Mayor and City Council;
F. 
Advise the Mayor, City Council, and the local historian concerning matters of cultural and historical significance to the City of Camden;
G. 
Render assistance to the local historian, prepare reports and recommendations concerning historical and cultural matters and participate in the planning of celebrations involving historical or cultural themes; and
H. 
Serve as liaisons for the Commission in the respective arts, cultural, and historical communities. These members will create and serve on subcommittees from time to time as agreed upon by the Commission members.
A. 
The Commission shall consist of nine members. Five members of the Commission shall be appointed by City Council and four of the members shall be appointed by the Mayor.
B. 
Initially, and thereafter in instances where the Commission's membership is to be reconstituted in its entirety, the composition of the Commission shall consist of five members who shall be appointed for terms of two years and four members who shall be appointed for periods of one year; thereafter, all members of the Commission shall be appointed for terms of two years.
C. 
The City Council shall appoint three and Mayor shall appoint two of the initial two-year term members provided in Subsection A above.
D. 
The Mayor and City Council shall each appoint two of the initial one-year term members provided in Subsection A above.
E. 
Seven members shall be residents of the City of Camden. The remaining two members may be residents of the County of Camden who have an interest in and appreciation of the arts, culture, and/or history of the City of Camden.
F. 
Initially, and annually thereafter, the Commission shall elect its Chairperson and Vice-Chairperson from amongst its membership to each serve for one-year terms.

A. 
The Mayor and City Council shall make every effort to include as members of the Commission representation from the various artistic disciplines and cultures of the residents of the City of Camden.
B. 
The Mayor and the City Council shall appoint individuals to the Commission who are committed to the letter and spirit of this article and the purpose and principles which it seeks to advance.
Members of the Commission may be removed for nonperformance or neglect of duties or for other good cause by the Mayor, with the concurrence of the majority of City Council.
