The following words shall have their prescribed meanings in this Chapter:
CODE OFFICIAL
The Building Inspector or other person charged with interpreting the Wright City Nuisance Code and other codes and inspecting premises, buildings and structures in the City of Wright City, Missouri, pursuant to the Nuisance Code and other ordinances of the City.
HEARING OFFICER
The Hearing Officer presiding over all hearings related to nuisances shall be the City Administrator of the City of Wright City, or his or her designee.

A. 
No person shall cause or maintain any nuisance, as defined by the laws of this State, or this Code, or cause or maintain any such nuisance within the City. No person shall fail or refuse to abate or remove a nuisance within the time required as set forth in this Code.
B. 
It is unlawful and a violation of this Chapter for any owner, lessee or occupant or any agent, servant, representative, or employee of any such owner, lessee or occupant having control of any occupied land or any part thereof in the City of Wright City, Missouri, or within one-half (1/2) mile of the corporate limits of the City of Wright City, Missouri, to cause, permit, or maintain a nuisance on any such lot or land.
C. 
Both the maintenance and failure to abate a nuisance is a violation of this Chapter 215. Additionally, it is unlawful and a violation of this Chapter for any person or his/her agent, servant, representative, or employee to cause or maintain a nuisance on the land or property of another with or without permission. Each day that a nuisance shall be maintained is a separate offense.
A. 
The following are declared to be nuisances affecting health:
1. 
All diseased animals running at large.
2. 
Collections of water in which mosquitoes breed or are likely to breed are those contained in ditches, ponds, pools, excavations, holes, depressions, open cesspools, privy vaults, fountains, cisterns, tanks, shallow wells, barrels, troughs (except horse troughs in frequent use), urns, cans, boxes, bottles, tubs, buckets, defective house roof gutters, tanks of flush closets or other water containers, unless such collections of water are treated to effectively prevent such breeding. The natural presence of mosquitoes larvae in standing or running water shall be evidence that mosquitoes are breeding therein.
3. 
Carcasses of dead animals not buried or destroyed within twenty-four (24) hours after death.
4. 
Accumulations, wheresoever they may occur, of manure, rubbish, garbage, refuse and human and industrial, noxious or offensive waste, except the normal storage on a farm of manure for agricultural purposes.
5. 
Garbage cans which are not flytight, that is, garbage cans which do not prevent the entry of flies, insects and rodents.
6. 
The pollution of any well, cistern, spring, underground water, stream, lake, canal or body of water by sewage or industrial wastes, or other substances harmful to human beings.
7. 
Dense smoke, noxious fumes, gas and soot, or cinders in unreasonable quantities, or the presence of any gas, vapor, fume, smoke, dust or any other toxic substance on, in or emitted from the equipment of any premises in quantities sufficient to be toxic, harmful or injurious to the health of any employee or to any premises, occupant or to any other person.
8. 
Any accumulation of animal or vegetable matter that is offensive by virtue of odors or vapors or by the inhabitation therein of rats, mice, snakes or vermin of any kind which are or may be dangerous or prejudicial to the public health.
9. 
Any accumulation of rubbish, trash or junk causing or threatening to cause a fire hazard or other public health problem, or causing or threatening to cause the accumulation of stagnant water, or causing or threatening to cause the inhabitation therein of rats, mice, snakes or vermin of any kind which are or may be dangerous or prejudicial to the public health.
10. 
Any vehicle used for septic tank cleaning which does not meet the requirements of this Chapter of the Code of Ordinances of the City of Wright City or any vehicle used for garbage or rubbish disposal which is not equipped with a watertight metal body and provided with a tight metal cover or covers and so constructed as to prevent any of the contents from leaking, spilling, falling or blowing out of such vehicle at any time, except while being loaded, or not completely secured and covered so as to prevent offensive odors from escaping therefrom or exposing any part of the contents at any time.
11. 
Any and all infestations of flies, fleas, roaches, lice, ticks, rats, mice, fly maggots, mosquito larvae and hookworm larvae.
12. 
The keeping of animals and fowls in any area within the City not zoned for agricultural uses except pet cats and dogs.
13. 
Unlicensed landfills and licensed sanitary landfills not operated or maintained in compliance with the ordinances of the City of Wright City and the statutes and regulations of Warren County and/or the State of Missouri or the disposal of garbage, rubbish or other type of refuse by burying it under a shallow layer of ground not in a licensed sanitary landfill. A "sanitary landfill" for the purposes of this Section is defined as a type of operation in which refuse and earth or other suitable cover material is deposited in alternate layers of specified depth in accordance with a definite plan on a specified portion of open land, with each layer being compacted by force applied by mechanical equipment.
14. 
No person shall discharge or cause to be discharged into a stormwater system any waste materials, liquids, vapor, fat, gasoline, benzene, naphtha, oil or petroleum product, mud, straw, lawn clippings, tree limbs or branches, metal or plastic objects, rags, garbage or any other substance which is capable of causing an obstruction to the flow of the storm system or interfering with the proper operation of the system or which will pollute the natural creeks or waterways.
15. 
Perforated, punctured, ruptured, broken, cracked or leaking sanitary sewer lateral lines.
16. 
The uncontrolled growth of noxious weeds or grass to a height in excess of seven (7) inches, causing or threatening to cause a hazard detrimental to the public health or safety, provided that areas zoned as and being utilized as agricultural use shall be exempt from this provision.
17. 
All articles, substances or things whatsoever caused, kept, maintained or permitted by any person to the injury, inconvenience, danger, detriment or annoyance of the public health, safety or welfare.
18. 
All other acts, practices, conduct, business, occupation callings, trades, uses of property and all other things detrimental or certain to be detrimental to the health of the inhabitants of the City of Wright City.
