The Task Force to Support Job Creation in the Renewable Energy
Sector ("Task Force") is hereby established to study and make recommendations
to the Suffolk County Legislature and the County Executive regarding
how to effectively support this burgeoning industry within Suffolk
County.
The Task Force shall consist of the following 14 members:
A. The County Executive, or his or her designee;
B. The Commissioner of the Suffolk County Department of Economic Development
and Planning, or her designee;
C. The Commissioner of the Suffolk County Department of Labor, Licensing
and Consumer Affairs, or her designee;
D. The Chair of the Public Works, Transportation and Energy Committee
of the County Legislature, or his or her designee;
E. A member of the Legislature who has served on at least two legislative
task forces focused on energy policy, who shall serve as Chair, to
be appointed by the Presiding Officer;
F. A representative of the Long Island Federation of Labor;
G. A representative of a Suffolk County-based organized labor union
representing electrical transmission and distribution construction
and maintenance, including grounds maintenance and right-of-way maintenance,
and electric generation turbine repair;
H. A representative of a Suffolk County-based organized labor union
representing electrical construction, maintenance, and telecommunications
industries;
I. A representative of a Suffolk County-based organized labor union
representing the building and construction trades;
J. A representative of a Suffolk-based business organization or chamber
of commerce, to be appointed by the Legislature;
K. A representative of Suffolk County Community College;
L. A representative of a Suffolk County-based manufacturing group, to
be appointed by the Legislature;
M. A Suffolk County-based expert in the renewable energy sector; to
be appointed by the Legislature; and
N. A representative of a Suffolk County-based environmental organization,
to be appointed by the Legislature.
The Task Force shall hold its first meeting no later than 30
days after the oaths of office of all members have been filed for
the purpose of organization.
The members of said Task Force shall serve without compensation
and shall serve at the pleasure of their respective appointing authorities.
The Task Force shall hold regular meetings, keep a record of
all its proceedings, and determine the rules of its own proceedings
with special meetings to be called by the Chairperson upon his or
her own initiative or upon receipt of a written request therefor signed
by at least three members of the Task Force. Written notice of the
time and place of such special meetings shall be given by the Secretary
to each member at least four days before the date fixed by the notice
for such special meeting.
Eight members of the Task Force shall constitute a quorum to
transact the business of the Task Force at both regular and special
meetings.
The Task Force may conduct such informal hearings and meetings
at any place or places within the County of Suffolk for the purpose
of obtaining necessary information or other data to assist it in the
proper performance of its duties and functions as it deems necessary.
The Task Force may delegate to any member of the Task Force
the power and authority to conduct such hearings and meetings.
The Task Force shall cooperate with the legislative committees
of the County Legislature and make available to each committee's use,
upon request, any records and other data it may accumulate or obtain.
The Task Force shall be charged with examining and evaluating
employment opportunities in the renewable energy sector available
in Suffolk County and to Suffolk County residents and developing recommendations
and strategies for the further support and expansion of renewable
energy sector employment opportunities within Suffolk County.
