As used in this chapter, the following terms shall have the
meanings indicated:
ANIMAL CONTROL OFFICER
Any individual appointed by a municipality to assist in the
enforcement of this chapter.
AT LARGE
Any dog or domestic animal that is unleashed and on property
open to the public or is on private property not owned or leased by
the owner of the dog unless permission for such presence has been
obtained. No dog shall be deemed to be at large if it is:
A.
Accompanied by and under the immediate supervision and control
of the owner or other responsible person.
B.
A police work dog in use for police work.
C.
Accompanied by its owner or other responsible person and actively
engaged in hunting or training for hunting on unposted land or on
posted land with the permission of the owner of the land.
DANGEROUS DOG
As defined in Agriculture and Markets Law § 108.

DOG or DOMESTIC ANIMAL
As defined in Agriculture and Markets Law § 108.

LEASHED or RESTRAINED BY LEASH
All dogs must be equipped with a collar of sufficient strength
to restrain the dog, to which is attached a leash of sufficient strength.
Said leash shall be held by a person having the ability to control
and restrain the dog by means of the collar or harness and leash.
Said leash shall not be more than eight feet long. A harness worn
by a guide dog for the blind shall be considered a suitable leash
hereunder.
LICENSE TAG
The object issued by the Town of Webster and bearing the
number of the license issued to the owner. Said tag will reference
the name of the municipality and contact information.
OWNER
Includes any person who owns, keeps, harbors or has the care,
custody or control of a dog or domestic animal. Dogs and domestic
animals owned by minors shall be deemed to be in the custody and control
of the minor's parents, guardian or other head of the household where
the minor resides.
The Town Board shall appoint Animal Control Officer(s) as needed
pursuant to the appropriate statutes of the State of New York. It
shall be the duty of any designated Animal Control Officer or peace
officer within the Town of Webster to enforce the provisions of this
chapter as well as the New York State Agriculture and Markets Law
and Title 4 of New York State Health Law.
