The purpose of this chapter is to promote the
health, safety and general welfare of the Town of Webster, to regulate
and enforce regulations concerning the use of skateboard ramps and
to ensure and not interfere with the quiet enjoyment of property owners
within said town.
As used in this chapter, the following terms
shall have the meanings indicated:
SKATEBOARD
A platform device which is constructed of wood, plastic,
metal, fiberglass or other materials to which wheels are attached.
For the purposes of this chapter, roller skates shall be excluded
from the definition of a "skateboard."
SKATEBOARD RAMP
Any structure or improvement located on private property
which is used for the purpose of riding or propelling a skateboard,
motorcycles, motorized bicycles, trail bicycles or roller skates.
This definition shall not include portable skateboard ramp units,
commonly known as "quarter pipes," or any skateboard facility which
is less than three feet in height.
Any appeals related to the provisions of this
chapter shall be reviewed by the Town of Webster Zoning Board of Appeals.

A person who violates any provision of this
chapter, who violates or fails to comply with any order or regulation
made pursuant to this chapter, who builds in violation of any specification
or development plan approved and filed under this chapter, who violates
any permit issued under this chapter or who continues to work on,
operate or use a skateboard ramp facility after service of notice,
in writing, from the Building Inspector to discontinue such activities
shall forfeit and pay a fine of not more than $500 for each offense.
Each week any such violation continues unresolved shall constitute
a separate offense.
