A. 
The Recreation Director shall be authorized to establish any other rules and regulations governing parks which are deemed appropriate.
B. 
No person shall revel, disport or behave in a noisy and boisterous manner, emitting loud cries and other noises, so as to inconvenience others, or otherwise disrupt and disturb the public peace and dignity within the park(s) and recreation area(s) defined or such adjacent areas. Use of profane, loud, threatening, insulting, indecent and abusive language is prohibited.
C. 
No person shall use loudspeakers, public address systems, or amplifiers within a Township park or public lands without first having obtained written permission in advance from the Mayor or his designee not later than 14 days before the proposed date of use; nor shall any portable radio, tape player, record player or musical instrument be played in such a manner as to create a nuisance.
D. 
The starting or maintenance of an open fire or fires, including barbeques, in the park(s) and recreation area(s) at any time during the entire year is prohibited.
E. 
No person shall engage in smoking of any kind or use tobacco products while in any park(s) and recreation area(s). "Smoking" is defined as the act of lighting by fire by any means, and/or the act of inhaling, exhaling, burning, or the carrying of any lit smoke product, including, but not limited to, a cigarette, cigar, pipe, electronic smoking device, tobacco, weed, plant or other vegetation or similar material. "Tobacco products" encompasses all smokeless tobacco, including, but not limited to, chewing tobacco, loose-leaf tobacco, tobacco pellets, plug tobacco, twist or rope tobacco, dipping tobacco and dissolvable tobacco.
F. 
No alcoholic beverages are permitted anywhere on Township property unless waived by Council through resolution.
G. 
Adult supervision of minors is required at all times.
H. 
The Director of Recreation reviews and approves all park(s) and recreation area(s) use requests for the Township. The Department of Recreation then works with its sponsored youth programs, organizations and other permitted groups to schedule the use of all fields and facilities located in Township park(s) and recreation area(s).
I. 
Field closure for maintenance to preserve the quality of Township park(s) and recreation area(s) to allow for appropriate rest and repair of turf areas will be identified by the Director of Recreation and Director of Public Works or their designated staff members. Mandatory field closure periods will be identified by each park(s) and/or recreation area(s). The closed park(s) and/or recreation area(s) will be identified by posted signs and/or fencing and the organization's contact person will be notified.
J. 
Athletic fields may be closed due to inclement weather or saturated conditions. If a field is to be determined closed or deemed unplayable by Manchester Township authorized staff on weekdays, notice will be sent to the appropriate league/organization contact person via email on that day as soon as practicable. At later weekday times and weekends, each organization is required to cancel its permitted activity if injury may result to participants or if damage to the playing surface or facility may occur. Users must notify the Director of Recreation, or designated staff member, if the organization closed the field so other users questioning whether to close their fields can be so advised. If there is any doubt, the field should be closed and all activities canceled. Field use is prohibited in the following circumstances:
(1) 
Soil is frozen;
(2) 
Water is standing on the field;
(3) 
The soil is wet and spongy;
(4) 
Grass can be dislodged from the field easily;
(5) 
Steady rain is falling;
(6) 
A lightning/electrical storm is occurring; and
(7) 
The field is deemed unplayable by Public Works and/or staff from the Department of Recreation.
K. 
In case of accident, injury or incident, the person in charge of the group must contact the Recreation Department as soon as possible after first alerting any emergency response that may be needed. An injury/incident form will be supplied by the Recreation Department upon notification of injury/incident. The form must be completed and submitted to the Recreation Department within 72 hours of accident/injury.
A. 
Permits for park(s) and recreation area(s) use are issued on a first-come-first-served basis after scheduling any organizations with preapproved license/lease agreements or priority use by Manchester Township operated or sponsored events.
B. 
Although permits are not required for the Township of Manchester, Township-sponsored youth sport organizations and the Manchester Township Board of Education, certificates of insurance and a signed hold harmless are still required for Township youth sport organizations and the Manchester Township Board of Education.
C. 
Fees for use of the fields shall be designated by category of use as found in § 288-31. Teams/organizations must be comprised of at least 51% Manchester residents to be considered a Manchester Township based entity. Rosters must be produced upon request to ensure compliance.
D. 
Applicants must submit a permit request obtained from the Recreation Department for use of the lake or fields no later than two weeks prior to dates requested and must include:
(1) 
Lake area or field requested.
(2) 
Day and date(s) requested.
(3) 
Start time and end time.
(4) 
Person in charge, including address and phone number.
E. 
The Township of Manchester and its employees assume no risk for injury to player or spectator. All applicants must fill out and return the hold harmless agreement provided by the Department of Recreation and provide a certificate of liability naming Manchester Township as additionally insured including location, activity, dates and times requested. No permit shall be issued unless the applicant shall furnish the Township with a comprehensive liability insurance policy insuring the Township against liability for damage to person or property with limits of not less than $500,000/$1,000,000 for bodily injury or death, and limits of not less than $300,000 for property damage, sufficient to save the Township harmless from any liability or cause of action which might arise by reason of the granting of the permit and not cancelable without 10 days' prior written notice to the Township.
F. 
Any event participation that exceeds the capacity of the event location facility may cause a need for traffic control officer(s) or security to be determined by the Chief of Police or his/her designee. The cost of such will be passed along to the event organizers named in the application.
G. 
Permits issued for seasonal play shall be limited to a four-month period. Seasons extending past four months shall pay a second season permit or on a per-game basis.
H. 
The Department of Recreation will make every reasonable effort to treat all organizations, teams, and individuals using Township facilities in a fair and equitable manner. All parties must comply with federal and state antidiscrimination laws. Park(s) and recreation area(s) use permits should be carried by the permittee at all times during scheduled use of the park(s) and recreation area(s) and must be presented upon request.
I. 
Permits or reservations are nontransferable and may not be passed on to other user groups. All field users must adhere to their designated activity, times, locations and dates of assigned use. Authorized permits will only be distributed after all required documentation has been submitted. All organized sports activity must have an authorized permit for use of Township athletic fields.
J. 
A reservation will not hold a field longer than 1/2 hour. After that period the use of the grounds will be given to the next applicant.
K. 
Evidences of poor sportsmanship or willful damage to property shall preclude the issuance of additional reservations to the teams concerned.

Category I: Manchester nonprofits, church groups, scouts, and senior sports teams.
B. 
Category II: Non-Manchester nonprofits, youth sports, church groups, scouts, senior sports teams, commercial organizations, entities, individual groups that provide services for profit, private groups or individuals (resident or nonresident) for entertainment use, to include but not limited to family parties/gatherings/ceremonies, etc.
Holly Oaks, POW/MIA, Bowker 1 and 2, WWII Memorial Park, Sixth Avenue tennis courts and basketball courts, Tuskegee basketball courts, and football practice fields.

Violation of any provision of this article, upon conviction thereof, shall be punished by a minimum fine of $100 or a maximum of $2,000 or by a period of community service not exceeding 90 days. Each and every violation shall be considered a separate violation. Any person who is convicted of violating the provisions of this article within one year of the date of a previous violation and who was fined for the previous violation may be sentenced by the Court to an additional fine as a repeat offender. The additional fine imposed as a repeat offender shall not be less than the minimum or exceed the maximum fine provided herein, and same shall be calculated separately from the fine imposed for the violation of this article. This article is enforceable by any Manchester Township police officer, code enforcement official or agent, servant or employee of Manchester Township.
