There is hereby imposed on each owner of a nonexempt, occupied mobile home in the Village of Webster a monthly parking fee as determined in accordance with § 66.0435(3), Wis. Stats., which is hereby adopted by reference and made part of this chapter as if fully set forth herein. It shall be the full and complete responsibility of the licensee to collect the proper amount from each mobile home owner. Licensees shall pay to the Village Clerk-Treasurer such parking permit fees on or before the 10th day of the month following the month for which such fees are due in accordance with the terms of this chapter and such regulations as the Treasurer may reasonably promulgate.
A. 
Licensees of mobile home parks and owners of land on which are parked any occupied, nonexempt mobile homes shall furnish information to the Clerk-Treasurer and Assessor on such homes added to their park or land within five days after arrival of such home on forms furnished by the Clerk-Treasurer in accordance with § 66.0435(3)(c) and (e), Wis. Stats.
B. 
Occupants or owners of nonexempt mobile homes parked outside of a mobile home park shall remit such fees directly to the Village Clerk-Treasurer as provided in this section. It shall be the full and complete responsibility of the licensee of a mobile home park to collect such fees from each occupied, nonexempt mobile home therein and to remit such fees to the Village Clerk-Treasurer as provided in this section.
Owners of nonexempt, occupied mobile homes, upon receipt of notice from the Clerk-Treasurer of their liability for the monthly parking permit fee, shall remit the Clerk-Treasurer a cash deposit of $25 to guarantee payment of such fees when due to the village. It shall be the full and complete responsibility of the licensees of a mobile home park to collect such cash deposits from each occupied, nonexempt mobile home therein and remit such deposits to the Clerk-Treasurer. Upon receipt of a notice from the owner or licensee that the nonexempt, occupied mobile home has been or is about to be removed from the village, the Clerk-Treasurer shall apply said cash deposit to reduce any monthly parking permit fees for which said owner is liable and refund the balance, if any, to said owner.

Only nondependent units shall be permitted to park within the Village limits. The parking of these units shall be allowed only in a licensed mobile home park. This section shall not apply to units presently parked on other than their own property. Upon removal of a trailer parked on property not owned by the trailer owner the full provisions of the section shall apply.

A. 
Prior to locating a mobile home in the Village of Webster Mobile Home Park, the homeowner shall file an application to place said home. The applicant shall provide a copy of the mobile home title, a copy of the bill of sale and photographs. Failure to comply with the reporting requirements will result in a forfeiture of $25 by the park owner. Each failure to report is a separate offense, in accordance with § 66.0435(3)(h), Wis. Stat.
B. 
No mobile home shall be moved into a Village mobile home park that is over 10 years old or has a value of less than $10,000 (value to be determined by Village Assessor).
