The regulations herein contained are adopted
for the purpose of providing for the sound growth and development
of the town, of affording adequate sites and facilities for the distribution,
transportation, safety, health and welfare of its population, and
of providing reasonable and equitable requirements in the interest
of developers, investors and home owners so as to ensure stable property
values.
