A. 
Parking of vehicles on all streets of the Borough of Kane whereon parking is permitted and any additional streets, or any parts thereof, where parking is permitted as designated from time to time by Borough Council shall be permitted only on one side on alternate days in accordance with the standards hereinafter set forth, or on one side only.
B. 
The following are the additional streets so designated by Borough Council for alternate side parking:
(1) 
Welsh Street Extension.
(2) 
All streets west of Elk Avenue to the Borough line, with the exception of the blocks of Cherry Street between Elk Avenue and Smithfield Avenue and Oak Street between Elk Avenue and Smithfield Avenue.
(3) 
Poplar Street, between Park Avenue and Tionesta Avenue, North Oak Street, between North Fraley Street and Dawson Street and Clay Street, between Biddle Street and High Point Drive.

C. 
Parking on other streets where signs are now erected relating to parking thereon shall continue.

Parking of vehicles on any streets, or parts thereof, as may be designated by Council in § 242-51 shall be permitted only on the following sides of the said streets and during the following times:
A. 
On the east and south sides for 24 hours following 5:00 p.m. on each even-numbered day of each month beginning on the 15th day of October of each calendar year and ending on the 15th day of April of each calendar year next succeeding such beginning date or to the 30th day of April at the Borough Council's .discretion each and every year; and
B. 
On the north and west sides for 24 hours following 5:00 p.m. on each odd-numbered day of each month beginning on the 15th day of October of each calendar year and ending on the 15th day of April of each calendar year next succeeding such beginning date or to the 30th day of April at the Borough Council's discretion each and every year.
In the absence of building numbers on any street or portion of a street affected by the terms of this Article VII, or in the event that there are both odd and even building numbers on the same side of any such street or portion thereof, the term "side whereon building numbers are even" shall be deemed to mean the south or east side of such street or portion of a street and the term "side whereon building numbers are odd" shall be deemed to mean the north or west side of such street or portion of a street.
Parking of vehicles between the curb and the sidewalk will be permitted only in accordance with rules and regulations adopted from time to time by Council.

The parking of any nonmotorized vehicle upon any roadway, street or trafficway in the Borough of Kane between October 15 and April 15 shall be prohibited. This shall include trailers of any type, campers, boats or any nonmotorized equipment, including those that do and those that do not require registration and/or inspection and those which are normally pulled, hauled or pushed by a motorized vehicle.
A. 
No persons shall park any vehicle on any borough street which has been designated as an alternate side parking street in accordance with § 242-51, in violation of the standards set forth in § 242-52.
B. 
No person shall park any vehicle between the sidewalk and curb of any borough street without first complying with rules and regulations adopted by Council in accordance with § 242-54.

Any person, firm, corporation or owner of any vehicle parked in violation of any provision of this Article VII shall be issued a ticket or citation assessing a fine in accordance with the following schedule:
A. 
For each separate parking violation, violations 1 through 5 for the same vehicle: $15.
B. 
For each separate parking violation, violations 6 and above for the same vehicle: $25.
C. 
For each violation paid within 72 hours from the time the ticket or citation is issued, a $5 discount is applied.
D. 
If not paid within 14 days, the Borough shall issue a citation with the District Justice, where the offender will be fined no less than $50 and no more than $600 per occurrence.
E. 
If the violation is not paid within seven days, the Borough Police shall issue a citation with the District Justice. If the violation is paid after the citation has been filed with the District Justice but before the hearing date, the fine shall be $30.
