A. 
All persons, partnerships, corporations or firms which own, occupy or rent property in the Township of Athens that abuts a sidewalk shall remove all snow and/or ice from its sidewalk. All such snow or ice shall be removed within 24 hours after all snow or ice has ceased to fall and/or be formed. No snow or ice removed from any sidewalk shall be dumped, piled or otherwise placed onto any public street or thoroughfare of the Township of Athens. The owner of any unoccupied or vacant structure or parcel of land that abuts a sidewalk shall be responsible for compliance with this section.
B. 
For purposes of this article, a property abuts a sidewalk if the sidewalk is used by the public for travel and the same runs parallel to any road, street or alley in the Township. The provisions of this article shall not apply to any sidewalk installed primarily for the exclusive use of the property owner, occupant or tenant and which does not abut a road, street or alley.
Any person, firm, partnership or corporation that violates the provisions of this article shall, upon conviction thereof, be sentenced to pay a fine of not less than $75 nor more than $200 and, in default of payment of said fine, to imprisonment for a term not to exceed 30 days. Each day that a violation of this article continues shall constitute a separate offense.
If the owner, occupant or tenant fails to abate the condition upon his sidewalk within the time limit prescribed, the Township of Athens shall have the authority to take measures to remove the snow and/or ice and collect the costs of such removal as the Township may incur, plus 10% of all costs incurred. The Township of Athens, in such event and pursuant to its statutory or otherwise authorized police powers, shall have the right and power to enter upon the offending premises to accomplish the foregoing.
The remedies provided herein for the enforcement of this article or any remedy provided by law shall not be deemed mutually exclusive; rather, they may be employed simultaneously or consecutively at the option of the Athens Township Board of Supervisors.
