The Board of Selectmen shall serve as the Personnel
Committee. They shall promulgate personnel policies defining the rights,
benefits and obligations of employees subject to this policy.
The Town Administrator shall be ex officio Personnel
Director of the Town and shall be the administrative representative
of the Personnel Committee. He shall furnish the Committee with all
information essential for the actions of the Committee under this
policy. The Director shall administer this policy with authority to
interpret same but not to rescind or otherwise amend. The Director
shall report to the Committee in writing any interpretation he makes
in any area where this policy is not reasonably clear in his opinion.
He shall make recommendations on the policy to the Personnel Ad Hoc
Committee and the Board of Selectmen. These recommendations shall
be reviewed and/or amended by the Ad Hoc Committee and submitted to
the Board of Selectmen for final approval.
Nothing in this section is intended to confer jurisdiction
of the Town Administrator over other appointive authorities or their
functions or to rescind the right of any department head or employee
to seek the opinion of the Personnel Committee in respect to this
policy, and the finding of the Committee shall prevail.
Department heads shall be responsible for the adherence
to the provisions of this personnel policy on a day-to-day basis by
all employees of their departments. They shall be responsible for
overseeing the conduct of all probationary employees and for providing
the Personnel Director with a written report as to their findings.
An evaluation report form shall be developed by the
department head, suitable to the department's needs, and evaluations
shall be performed on an as-needed basis, but in no way shall it be
performed on less than an annual basis.
Department heads shall prepare and regularly update
a job description for all positions within their departments and shall
provide a copy of same to the Personnel Director and the Personnel
Committee.
