Notwithstanding any other provision of any ordinance adopted by the Mayor and Town Council of Oakland, or any Charter provision, the Mayor and Town Council may, through its Town Clerk or other designated agent, contract with any supplier who offers goods or services on the same terms as provided other state or local governments or agencies thereof who have arrived at those terms through a competitive procurement procedure similar to that of the Town and where the Mayor and Town Council, through its Town Clerk or other designated agent, finds that the costs of the goods and/or services to be purchased is equal to or less than that which could be obtained by competitive bidding.

The Mayor and Town Council of Oakland may, through its Town Clerk or other designated agent, also contract directly with state or local governments or agencies thereof for goods or services when such goods or services were obtained through competitive procurement procedures.
The Mayor and Town Council of Oakland may, through its Town Clerk or other designated agent, contract with any state or local government or agency thereof to provide or receive any work or services of the type the Town or other such government or agency performs for its jurisdiction.
The Mayor and Town Council of Oakland may, through its Town Clerk or other designated agent, join with other units of government in cooperative purchasing plans when the best interests of the Town will be served thereby.
