There shall be a Secretary to the Borough Clerk, appointed by the Mayor with the advice and consent of the Council. The Secretary to the Borough Clerk shall serve for the term of one year at the pleasure of the Mayor and Council. The Secretary to the Borough Clerk shall be supervised by the Borough Clerk. The Secretary to the Borough Clerk shall be a resident of the borough.
Should the position of Secretary to the Borough Clerk become vacant for any cause whatever, the Mayor shall fill such vacancy, but for the unexpired time only, by his nomination, subject, however, to the advice and consent of the Council. The Mayor shall make such nomination within 30 days after the position becomes vacant. If the Mayor fails to nominate within said 30 days after such vacancy occurs, or if the Council fails to confirm any nomination made by the Mayor, then after the expiration of said 30 days, the Council shall appoint the Secretary to the Borough Clerk. No such appointment shall be made except by a vote of a majority of the members of the Council present at the meeting, provided that at least three affirmative votes shall be required for such purpose, the Mayor to have no vote thereon except in case of a tie.
