A person may not hold the office of Dog Control Officer for the Town of Riga unless such person is a citizen of the United States, a resident of the County of Monroe or the County of Genesee, the State of New York and a town contiguous to the Town of Riga. However, a person may hold the office of Dog Control Officer for the Town of Riga whether or not such person is a resident of the Town of Riga and/or an elector of the Town of Riga. The provision of this article stating that a person may hold the office of Dog Control Officer whether or not such person is a resident of the Town of Riga and/or an elector of the Town of Riga shall supersede the requirement of local residency set forth in § 3, Subdivision 1, of the Public Officers Law of the State of New York, and shall also supersede the requirement of being a local elector set forth in § 23, Subdivision 1, of the Town Law of the State of New York.
