City Manager as purchasing agent — See Ch. 39, § 39-6.

The position of Purchasing Agent is hereby abolished.
The City Manager shall hereafter be the general purchasing agent of the City,[1] and except where specific provisions to the contrary are made by law or by the Council, he shall make all purchases of supplies, materials and equipment authorized by the Council as permitted and limited by the Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.).

The City Manager is authorized to enter into any contract for the performance of any work to be done on behalf of the City, the cost of which shall not exceed that permitted by N.J.S.A. 40A:11-3 or any other statute or ordinance limiting same.

Pursuant to the provisions of N.J.S.A. 40:23-6.26 to 40:23-6.29 and 40A:11-1,f the City of Garfield is hereby authorized to enter into contracts with the County of Bergen for the joint use by the City of Garfield and other municipalities in the County of Bergen of administrative services and facilities of the Office of Purchasing Agent of the County of Bergen appropriate to the procurement of certain materials, supplies and equipment which may be determined to be required from time to time by the City and which the City may otherwise lawfully purchase for itself. The services and facilities of said Office of County Purchasing Agent shall be provided without cost to the City.
The proper municipal officials of the City are hereby authorized and empowered to execute on behalf of the City all such contracts with the County of Bergen as may be authorized and approved by resolution of the Mayor and Council of the City.
