The purpose of this article is to establish certain areas that are private property that are open to the public or in which the public is invited that shall prohibit parking in areas designated as "no stopping or standing (fire zones)."
This article is enacted in accordance with N.J.S.A. 40:48-2.46, which does confer upon the City of Garfield the right to establish no stopping or standing (fire zones) areas in order to preserve and safeguard the public health, safety, morals and welfare.

A. 
The Fire Official shall designate fire zones on both private and public property in the City of Garfield as deemed necessary for public safety.
B. 
The Fire Official shall notify, in writing, the owner of said property, specifically describing the designated area(s).
C. 
The marking of fire zones shall be the responsibility of and at the expense of the property owner and shall be accomplished within 30 days of the receipt of the notification. The property owner shall thereafter properly maintain the fire zones so as not to reduce their effectiveness.
D. 
Suitable signs and/or markings bearing the words "No Parking — Fire Zone" shall be posted and marked and striped in accordance with standards established by the Manual on Uniform Traffic Control Devices for Streets and Highways, as periodically updated by the U.S. Department of Transportation.

Any person, firm or corporation violating any of the provisions of this article shall, upon conviction thereof, be punished by one or more of the following: a fine not exceeding $2,000; imprisonment for a term not exceeding 90 days; and/or a period of community service not exceeding 90 days, and a separate offense shall be deemed committed on each day during or on which a violation occurs on a continuous period.

This article shall be enforced by the Police Department and the Fire Prevention Bureau of the City of Garfield.
