A. 
There are hereby created in the City of Hackensack offices to be known as "Public Defender" and "Assistant Public Defender." There shall be two Assistant Public Defenders.
B. 
The Public Defender and Assistant Public Defenders shall be appointed by the City Council of the City of Hackensack.

A. 
The Public Defender and Assistant Public Defenders shall be appointed by the City Council of the City of Hackensack for a term of one year commencing on July 1 of the year of his or her appointment and continuing until the appointment of his or her successor.
B. 
The Public Defender and Assistant Public Defenders shall be retained as independent contractors and will not be employees of the City of Hackensack.
C. 
The Public Defender and Assistant Public Defenders shall receive such retainer, compensation, or fee as fixed by said City Council.
A. 
The duties of the Public Defender and Assistant Public Defender shall include, but not be limited to, the following: to aid indigent defendants in need of legal assistance in the Hackensack Municipal Court.
B. 
Such assistance to indigent defendants in the Hackensack Municipal Court shall be rendered upon sufficient proofs of such indigents to the satisfaction of the Judge of the Hackensack Municipal Court.
C. 
Any person applying for such representation shall pay an application fee of $200. Said fee may be waived in whole or in part if the Municipal Court Judge determines, in his or her discretion, that the application fee represents an unreasonable burden on the person seeking such representation.
