No person shall conduct or operate any truck or bus terminal or any yard for the storage or parking of trucks, trailers, tractors, omnibuses or similar commercial vehicles, or any yard or business involved in the rental or hire of any trucks, trailers, tractors, omnibuses or automobiles, without first having secured a license therefor in accordance with the terms of this chapter.
A. 
In addition to the information specified in § 107-6 of Chapter 107, Licenses and Permits, each application for a license under this chapter shall state the name or names of the person or persons on the premises on which the business is to be conducted upon whom process out of any court of competent jurisdiction may be served and the total area of the ground space of the premises and the floor space of the structure on or in which the business is to be conducted, and shall be accompanied by a detailed diagram or plan of the same, showing the location of buildings and the land to be used in the operation of the business.
B. 
Applications for the license required by § 165-1 above shall be made to the Building, Housing and Land Use Department, which shall also issue such licenses.
A. 
The fee for a license issued under this chapter shall be as set forth in Chapter 107, Licenses and Permits.
B. 
All licenses issued under this chapter shall expire on December 31 of each year.
A. 
All yards or terminals required to be licensed under this chapter must be paved with either asphalt, concrete or bituminous concrete throughout the entire area or areas used for the parking, storing, loading or servicing of vehicles.
B. 
All lights in such yards or terminals shall be installed and maintained in such a manner as not to cast glare upon adjoining and surrounding property.
C. 
No more than one currently unlicensed vehicle shall be stored or parked upon any premises licensed under this chapter.
D. 
No stripping, dismantling or disassembling of any vehicle shall take place upon any premises licensed under this chapter.
E. 
No vehicle shall be repaired or overhauled upon any premises licensed under this chapter except within an enclosed structure conforming in all respects with the requirements of the Building Code and Fire Prevention Code of the City of Hackensack.[1]
