A. 
The Chief of the Department shall have the following duties:
(1) 
The Chief of the Fire Department shall have immediate supervision and control over the Department and act as its executive head, subject, however, to review by the City Manager. He shall be held responsible for the efficiency, discipline and good order of the entire Fire Department.
(2) 
It shall be the duty of the Chief to see that all fires are extinguished with the least possible danger to life and damage to property. He shall be in supreme command at fires and during conflagration conditions, and all orders issued by him in exercising his discretion to meet any emergency shall have the full force of law.
(3) 
The Chief shall see that all laws, ordinances, rules and regulations pertaining to the Fire Department and fire prevention are rigidly enforced, and that strict discipline be obtained and maintained by all members of the Department.
(4) 
The Chief shall make known to members and enforce all orders of the City Manager and City Council, and shall have power to issue such orders for the government of the Fire Department as he may deem proper, provided that such orders are not in conflict with the rules and regulations governing the Department or as laid down by the City Manager and/or the City Council.
(5) 
The Chief shall have the power to detail and assign officers and men to the respective companies, transfer members from one company to another and detail members of lower rank to temporarily perform the duties of a position of higher rank, subject, however, to review by the City Manager.
(6) 
Violations.
(a) 
The Chief shall have the power, at his discretion, to suspend any member from duty without pay for violation of any rule, law, regulation, instruction or order governing the conduct of members of the Fire Department. He shall promptly transmit to the City Manager a written notification of such suspension, incorporating therein a full statement of the facts pertaining thereto. Members thus suspended shall be granted a hearing before the City Manager, whose decision shall be rendered in accordance with the appropriate state statutes and civil service regulations.
(b) 
The Chief shall, with the authority granted him by the City Manager, conduct a hearing on any violation of any law, rule, regulation, instruction or order governing the conduct of members of the Fire Department. The Chief may order punishment such as loss of off-duty time or vacation leave, not to exceed five days, in accordance with the appropriate state statutes and civil service regulations.
(7) 
The Chief shall inspect, or cause to be inspected by Department members, all buildings and premises for the purpose of ascertaining any condition liable to cause fire or which effects a fire hazard, or for the purpose of investigating any violation of state laws or city ordinances relating to fires or fire prevention, and he shall be held responsible for the keeping of complete records of all fire prevention work of the Department.
(8) 
The Chief shall determine and investigate the origin or cause of all fires.
(9) 
The Chief is authorized to render the assistance of personnel, apparatus or equipment to another municipality in the event of a conflagration or disaster. Such authorization shall be given by the Chief if it does not seriously lessen the efficiency of the Department. Such requests for assistance shall only be recognized when made by or through the Chief in charge of the fire and confirmed as closely as conditions permit.
(10) 
The Chief must report to the City Manager all Departmental activities for his information and the keeping of records.
(11) 
The Chief shall establish forms for reports and methods for the keeping of all records of the Department.
(12) 
The Chief shall make provision for the recording and preservation of all such records, which shall be the property of the city and shall not be removed or disposed of except by resolution of the City Council.
(13) 
The Chief shall forward monthly written reports to the City Manager concerning the condition of the Department, together with such statistics, suggestions and recommendations as he may deem advisable for Department improvement.
(14) 
The Chief shall from time to time make recommendations to the City Manger concerning such matters as to the purchase of new apparatus, hose or equipment; the repair, rebuilding, breaking up or disposal of apparatus, old hose or other equipment; changes in locations of fire stations and companies, the forming of new companies; promotions, such as in his opinion may be in the best interest of the Department; demotions to lower rank or grade, such as in his opinion may be in the best interest of the Department; and the recording of any heroic or meritorious act by a member.
(15) 
The Chief shall supervise the repair of all Department property.
(16) 
The Chief shall promptly report in writing to the City Manager any member who by reason of age, disease, accident or other incapacity seems unable to perform properly the duties to which he is assigned.
(17) 
The Chief shall investigate all written complaints made by citizens against a member or members of the Department, regardless of whether or not the alleged offending member or members were on or off duty at the time of the alleged offense.
(18) 
The Chief shall have authority, in case of need, to summon any person or persons present to aid in the extinguishing of a fire or in the removal of personal property from any building on fire or in danger thereof.
(19) 
The Chief shall do all within his authority and ability to prevent unnecessary damage to buildings, premises and personal property under conditions of fire.
(20) 
The Chief shall have the authority in the event of fire to order the demolition of buildings or parts of buildings, the position of which, in his judgment, constitutes a serious threat to life or further devastation of property.
(21) 
The Chief shall devote his entire time to the discharge of the duties of his office. He shall maintain an office and a schedule of hours of attendance therein at Fire Department Headquarters.
(22) 
Copies of all general orders shall be filed with the City Manager within 24 hours after issuance.
(23) 
The Chief shall inspect or cause to be inspected the members' uniforms to determine whether neglect, carelessness or improper attention to duty or care of uniform prevails. He shall take proper measures to correct conditions where found unsatisfactory.
(24) 
The Chief shall direct the enforcement of all statutes and ordinances having to do with conditions hazardous to life or likely to cause the rapid spread of fire. All violations of this nature coming to the attention of subordinate officers shall be reported in writing without unnecessary delay. When conditions existing have been abated, it shall be so stated in a supplementary report.
(25) 
The Chief shall, in the interest of the public welfare and safety, remove or cause to be removed explosives or highly inflammable material that, in his judgment, might be dangerous to life or cause the destruction of property. He may prosecute or cause to be prosecuted violators of regulations pertaining to the storage thereof.
(26) 
The Chief shall recommend to the City Manager the selection of sites for proposed buildings, change of company locations and purchase of apparatus, hose and other equipment. He shall recommend the sale of hose or other equipment no longer fit for departmental use.
(27) 
The Chief shall establish or cause to be established and maintained a personnel record card for each member of the Department, recording the member's former occupation. This occupational card shall include not only the member's vocation, but also any activity with which he has had experience. Properly indexed, these records shall be ready reference in the selection of a capable force in meeting the exactions of any need that may occur.
(28) 
The Chief may direct the placement of alarm signal boxes and equipment at points where he deems necessary. He may direct to be removed those which in his judgment have little or no value to service.
(29) 
The Chief shall have the posts, poles or stanchions painted in conspicuous colors whereon is attached fire alarm boxes or devices. Where the signal device is attached to a departmental stanchion, the adjacent posts or poles shall be conspicuously marked so that they may be distinguished from a distance.
(30) 
When, because of a multiple alarm or additional fires, it is, in the opinion of the Chief, necessary to have the assistance of a force greater than that at his command, he is authorized to request reasonable aid from adjacent communities to meet the situation. The force responding to his call may be assigned to fire combat duty or company quarters strategically located. When foreign companies are assigned to company quarters, a member of the local Department will be detailed to such company so as to direct and thus enable the company to respond to any alarms in the district they have been assigned to cover.
(31) 
The Chief shall inaugurate a system for the response of the companies to single or additional alarms from the alarm signal stations. A copy of this schedule shall be at every unit quarters and the commanding officer shall conform to its requirements unless special orders shall determine different action.
(32) 
When, because of threatened public disorder, the transmission of false calls from fire alarm stations are likely, the Chief, in order to conserve resources of the Department but enable it to meet the demands of the service, may temporarily change the routine schedule, thereby reducing the number of the apparatus required ordinarily to respond to such station.
(33) 
When an emergency condition arises, the Chief shall be vested with the power to order continuous duty of all or such complement of his force necessary to meet the emergency.
(34) 
The Chief shall, with the consent of the City Manager, establish a system of instruction for the teaching and training of the force. Orders of the administration of the course of instructions and the attendance of officers and members shall be given from time to time to those affected. He shall cause to be established in the various companies a system and schedule whereby the personnel will receive instruction in the operation of the apparatus and the use of the various types of equipment. In carrying forward this instruction it may, if necessary, be permitted to remove the apparatus from the quarters.
(35) 
The Chief shall, when directed by the City Manager, detail members of this force to render assistance required by the executive of any city department who is acting in the lawful discharge of his public duties.
(36) 
The Chief shall, upon notification of the death of a member, transmit the information to the City Manager with a statement as to the cause of death, rank of the deceased and the period of service rendered. Inquiry shall be made as to whether the family desires departmental honors at the funeral.

A. 
A Deputy Chief shall perform such duties as may be assigned to him by the Chief and such other duties as the necessities of the fire service may require. When so designated by the Chief, and upon the approval of the City Manager, a Deputy Chief shall discharge the duties of commanding officer.
B. 
He shall perform such hours of duty as may be determined by the Chief.
C. 
He shall remain in quarters except when detailed elsewhere on Department business by the Chief.
D. 
He shall immediately report to the Chief the name of any member failing to comply with or observe any rule, regulation, instruction, order, law or ordinance. Such report shall be written and shall contain complete details of the offense, together with the names of witnesses, if any.
E. 
He shall not change, alter or order changes in the fire-fighting equipment or apparatus or other appurtenances of the Department or of the Department system, unless by sanction of the Chief.
F. 
He shall be in full command and take charge at the scene of a fire. Upon the arrival of the Chief at a fire, he shall assist and carry out the orders of the commanding officer.
G. 
He shall be empowered to order the companies and units in his command to apply or remove skid chains from apparatus, hydrant thawing devices and radiator covers, as the temperature and weather conditions should require.
H. 
The Deputy Chief shall establish, or cause to be established, routes to be taken by companies responding to alarm signal stations. In charting a route, care shall be exercised to avoid, as far as possible, intersecting routes.
I. 
The Deputy Chief shall report in writing to the Chief, all matters which may require attention, with any recommendation whereby the efficiency or discipline of his command may be improved.

A. 
A Captain of the Department shall have the following duties:
(1) 
A Captain shall have full charge of and be held strictly responsible for the condition, discipline and good order of his company, apparatus, rooms and other property under his charge. He shall require and enforce strict compliance with the rules and regulations governing the Department and such other orders as may be issued from time to time by the Chief.
(2) 
He shall assume command at fires when he is the first to arrive, exercise such command and have full control thereof until relieved from such duties by a superior officer.
(3) 
He shall see that the sidewalk, gutter and street in front of quarters are cleared of all encumbrances and that they are free of snow and ice.
(4) 
He shall, after receipt of the 8:00 a.m. and 6:00 p.m. test signals, require all members of the company to assemble in full uniform at the house watch desk. At such assembly the members shall form and be aligned in order of rank, beginning with the officer or member in charge of the opposite platoon. He shall proceed with the opening business of the day in the following sequence: call the roll, read general and special orders and communications, announce all details and leaves of absence, deliver such oral information and instructions as he may deem necessary, inspect the uniform and personal appearance of each member and cause the company to salute, recover and break rank.
(5) 
He shall report to the Chief the name of any member of the company who is not properly uniformed or whose uniform is not in good condition. He shall be responsible for the condition of his own uniform.
(6) 
He shall see that lights and sounding devices are properly tested daily at 8:00 a.m. and 6:00 p.m.
(7) 
He shall see that the platoon coming on duty at 8:00 a.m. cleans quarters, apparatus and tools and that the platoon on night duty cleans apparatus, tools and appliances after each return from fire service.
(8) 
He shall, when entering his tour of duty and prior to relieving the preceding Captain or commanding officer, carefully read the house journal so as to become thoroughly posted on occurrences within the period covered by the preceding platoon.
(9) 
He shall, when relieving another Captain, cause to be entered in the company journal the names of members present at the roll call and the results of all tests, including notations of any failure of apparatus motors, lights or sounding devices to function properly.
(10) 
He shall be in command when assigned to the on-duty platoon at such times as all platoons are in quarters and in service. Under such circumstances when on the recall platoon, he shall be second in command.
(11) 
He shall, after roll call, promptly notify the Chief of absentees and of such members as are held on duty from the opposite platoon.
(12) 
He shall see that visitors at quarters are treated courteously. However, habitual visitors of the lounging or loafing type or those who interfere with the work of members shall be politely but firmly requested to leave quarters. The refusal to recognize such request shall be cause for ejection and the occurrence shall be promptly reported to the Chief.
(13) 
In the event of a visitor speaking disrespectfully to or of a member, he shall request such visitor to desist. Should the visitor continue with such remarks, the Captain shall ask him to leave quarters immediately and if necessary shall see that the visitor is ejected. Such occurrences shall be reported to the Chief.
(14) 
He shall bar children from quarters unless they are accompanied by an adult.
(15) 
He shall make the dally assignment to house watch duty and, in case of necessity, he shall assume house watch duty.
(16) 
He shall see that the member on house watch duty does not leave his post until relieved by another member who has reported for duty and duly registered.
(17) 
He shall see that no one is permitted to loiter in the house watch area.
(18) 
He shall familiarize himself with the location of hydrants, fire alarm boxes, exits and avenues of escape in public buildings within the district to which he is assigned. He shall also note any condition therein that might cause peril to life or property in the event of fire.
(19) 
In responding to a fire or alarm of fire, the Captain shall ride with or as near as practicably possible to the driver of the apparatus, direct the route taken and see that the driver observes all precautions for safety traffic laws and regulations, either during response to the alarm or during the return trip to quarters.
(20) 
He shall see that the events of the day and all matters affecting the company administration are recorded in the company journal.
(21) 
He shall, in case of accident to any member of his company, report such accident immediately to the Deputy Chief of the platoon, either personally or in writing, or if necessary by telephone. He shall forward a written report of such accident to the Chief within 24 hours after knowledge thereof.
(22) 
He shall, within 24 hours after his company has engaged in actual fire duty, forward a report to the Chief, describing the activities of his company at the fire.
(23) 
He shall make no changes nor cause to be made any changes in the company building, apparatus, records, system, etc., unless upon authority of the Chief.
(24) 
He shall not permit the removal of apparatus from quarters except on official Fire Department business.
(25) 
He shall, if in command of a truck company, see that ladder locks are oiled from time to time, examine the cable and rope used in the operation of fly ladders and be responsible for the workable condition of all appliances on the truck.
(26) 
It shall be the duty of the Captain to see that no persons other than members of the Department be permitted in quarters during the roll call and the subsequent reading of orders and instructions.
(27) 
He shall see that each member is physically fit to perform duty. The Captain is responsible that no member be permitted to go on or remain on duty who is under the slightest influence of liquor, drug or other intoxicating or stupefying agent.
(28) 
A Captain at a fire, should he observe a condition likely to be dangerous to his command, shall immediately remove them to safety and notify his immediate superior officer of the danger at once.
(29) 
No commanding officer shall place, or cause or permit to remain placed, any apparatus in such close proximity to a fire as to endanger the apparatus or the operator from falling debris. Should the commanding officer not be available, the driver is authorized to remove apparatus from a danger zone.
(30) 
He shall accompany the employees of the gas and electric company when meter readings are being taken. He shall verify readings and have entry made in the company journal.
(31) 
He shall not allow the use of profane, indecent or unseemly language, nor allow any member to engage in any disrespectful religious or political discussion in the station, nor shall he permit members or visitors to speak disrespectfully of any superior officer
(32) 
He shall not allow gambling in or about quarters. He shall not allow the use of Department telephones for other than Department business.
(33) 
He shall politely escort visitors or see that they are properly escorted through the station and that courteous explanations concerning the apparatus and equipment are made to them, but he shall not permit children to enter the station unless in the care of an adult.
(34) 
In addition to those other duties and responsibilities, a Captain, when assigned the duty of Station Commander in an outlying fire station, shall be specifically in charge of that station, directly answerable to the Platoon Commander on duty.

(35) 
A Captain shall supervise all tours of duty at the fire station. He shall be specifically responsible for all men on all tours. In connection with this responsibility, the Fire Captain shall have the responsibility of recommending any and all disciplinary action with respect to all fire fighters and lieutenants on all tours of duty. The Fire Captain in the outlying station shall be responsible for all personnel action for all men on all tours at his station.

(36) 
The Captain, as Station Commander, shall be responsible for evaluating all Lieutenants on all tours at his outlying station.

(37) 
In this capacity, the Fire Captain shall be responsible for all evaluations and personnel and disciplinary recommendations concerning all Lieutenants on all tours of duty at his station. The Fire Captain shall make recommendations to his supervisors with respect to all such Fire Lieutenants at his station.

(38) 
The Fire Captain shall be responsible for all tours of duty at his station and shall have the responsibility over the Fire Lieutenants and fire fighters who are assigned to all tours of duty at his station. He shall, at all times, be directly answerable to the Platoon Commander on duty.

(39) 
The Captain's duties shall be as follows:

(a) 
He shall be responsible for the condition of the building, contents, grounds, apparatus and equipment. He shall oversee and approve all actions of the company officers and fire fighters in his station.
(b) 
He shall compile routine work-detail assignments which are to be carried out each day in his station, serving to maintain the apparatus, station, equipment and records, as well as the standards of the Department.
(c) 
He shall see that all reports are submitted, review the same and forward all, other than those that remain in his station, to the proper officer responsible. This is to be done through his Platoon Commander.
(d) 
He shall review all weekly reports of this stations company officers and make a composite from those reports, which will be forwarded to the Chief through the Platoon Commander.
(e) 
He shall, from the company officers' weekly reports, make out reports to the Platoon Commanders responsible, such as on hose, apparatus and equipment, building maintenance, etc., same to be submitted through his Platoon Commander.
(f) 
He shall review all apparatus check sheet reports before forwarding to the Platoon Commander in charge of apparatus, through his own Platoon Commander. He shall also review all completed apparatus repair sheets returned to his station.
(g) 
He shall, if an emergency arises with his personnel, apparatus or station while he is on duty, report same to his Platoon Commander or, in his absence, the staff deputy.
(h) 
He shall set up a file system for all records in his station and shall see that all records are kept properly and in good condition.
(i) 
He shall maintain an inventory of all station supplies and order necessary supplies through the Fire Department office. The need for emergency supplies would be referred to his Platoon Commander.
(j) 
Working from a list from Platoon Commanders, he shall program the in-service inspections in his district.

A Lieutenant of the Department shall have the following duties:
A. 
He shall have charge of a fire company or such other duties as assigned by the Chief of the Department.
B. 
He shall work under the direction of a Fire Captain and shall be in charge of his equipment and personnel during a fire call and in quarters.
C. 
When assigned to Headquarters Company, he shall be second in command of the Company. In the absence of the Captain, he shall assume command of the Company.
D. 
He shall assume whatever responsibilities designated by the Captain, deemed necessary for the efficiency of the Company, with the approval of the Chief.
E. 
When assigned to the Fire Prevention Bureau, he shall perform such duties as directed by the head of the Bureau under the direction of the Fire Chief, under the provisions contained in City Ordinance No. 961, § 88.5.[1]

F. 
A Lieutenant, when assigned duty in an outlying station, shall report to the Station Commander who shall maintain and evaluate records of a Fire Lieutenant's performance.

G. 
The Fire Lieutenant assigned to the outlying stations shall be under the direct supervision of the Fire Captain who is serving as Station Commander of the particular outlying station.

H. 
Lieutenants, when assigned to an outlying station, shall be answerable to the Captain in charge of that station. His duties shall be as follows:

(1) 
In the absence of the Captain in charge, he shall be in charge of the station under the direct supervision of the Headquarters Captain.
(2) 
He shall report any emergency involving apparatus, station or personnel to the Headquarters Captain.
(3) 
He shall see that routine assignments set down by the Captain in charge are carried out each day according to the standards of the Department.
(4) 
The Lieutenant shall submit a weekly report of activities to the Captain in charge showing the assignments completed, drill completed, inspections made, etc. These reports shall be submitted after each complete tour (two days and two nights).
(5) 
The Lieutenant shall make any suggestions for improved efficiency or conditions in his report to the Captain in charge.
(6) 
He shall be empowered to make emergency only changes in assignments.
(7) 
He shall forward all requests, other than of an emergency nature, to the Station Commander.

A. 
Members may be assigned to mechanical duties by the City Manager. They will be designated as mechanics.
B. 
Under the direction of the chief officer assigned the function of equipment and apparatus liaison officer, the mechanic shall have full charge of all repairs to apparatus and equipment of the Department. He shall visit each station once a week for the purpose of inspecting engines and apparatus to see that they are in good mechanical condition.
A. 
Members of the Department who are assigned to duty which involves the care, maintenance, operation and driving of fire engines and other fire apparatus shall be designated as drivers.
B. 
Drivers will have charge of the motor apparatus to which they are assigned and shall be strictly accountable to the commanding officer of their respective companies for the proper working condition of the apparatus. With the aid of other company members, the machines shall be kept in a thoroughly clean and neat condition. All oiling and lubrication must be done regularly, and the fuel tanks must always be filled to proper capacity.
C. 
After every run, drivers shall make a thorough examination of apparatus, tighten all bolts, etc., check condition of brakes and steering gear and inspect tires for nails, glass and cuts. Such inspection shall be conducted under supervision of a superior officer. Any defects found in the apparatus shall be immediately reported to the company commander.
D. 
If unaccompanied by an officer, the driver shall be held accountable for the operation of the apparatus while proceeding to or returning from a fire or alarm of fire.
E. 
When it becomes necessary to back the apparatus, the driver shall do so only after receiving a safety signal from the lookout man who shall be stationed at the rear of the apparatus. The backing speed shall not exceed four miles per hour.
F. 
The practice of racing the motor while warming up and of opening the throttle to the limit just before cutting out the ignition is highly injurious to the motor, and such malpractice is strictly forbidden.
G. 
Drivers should never allow water to enter the hose when the hose line is attached to engine until so directed by the commanding officer.
H. 
On returning to quarters after pumping dirty or salt water, drivers shall connect the engine with a hydrant and thoroughly wash the pumps and radiator. When the engine is operated for pumping, a record shall be kept of the engine pressure maintained, the length of time of operation of the engine and such layouts of hose as were used, and such reports shall be rendered to the commanding officer.
I. 
When engaged in pumping operations, drivers shall remain near the apparatus and watch the pressure gauge closely to see that it is consistent with the layout of hose and that no abnormal pressure is maintained. They shall watch the vacuum gauge carefully and not operate the engine at such speed as will create a vacuum in the suction line when connected to a hydrant. When connected to a hydrant while pumping, the vacuum gauge should never show less than five pounds on the pressure side of the gauge.
J. 
All gasoline tanks on fire apparatus shall be inspected daily immediately after the 8:00 a.m. and 6:00 p.m. roll calls. Inspections shall be made by the drivers assigned. Drivers shall also check oil, water and condition of the battery at the same time. Reserve apparatus shall be checked similarly by the member assigned to check the motor at 8:00 a.m. and 6:00 p.m. Upon returning to quarters from any call, drivers shall check the gasoline supply immediately.
K. 
The driver operating the apparatus shall conform to the State Motor Vehicle and Traffic Act insofar as it is applicable.
A. 
Under the direction of the Chief of the Fire Department, the city employee assigned to the fire alarm system by the City Manager shall have the entire care of the fire alarm system, including all of its apparatus, boxes, batteries, poles and wires. He shall see that the same at all times is kept in proper working order. He shall also have the care of and be responsible for all materials, working tools and supplies belonging to the fire alarm system.
B. 
He shall cause to be prepared an information guide indicating the reception circuits and the alarm signal stations connected with each. A similar guide shall indicate the transmission circuits and the companies and units on each circuit. There shall be a copy of these information guides filed with the Chief, Deputy Chiefs and the Fire Headquarters telephone operators.
C. 
Upon direction of the Chief, it shall be his duty to instruct, or cause to be instructed, officers and members of units in transmitting special calls, multiple alarms or other code communications.
D. 
He shall require to be tested weekly each alarm circuit. There shall be weekly tests of all fire alarm boxes installed at hospitals, institutions or places where large numbers of persons assemble.
E. 
He shall prepare daily reports and keep such other records as shall be required by the Chief with respect to inspections, tests, trouble and all other matters pertaining to the fire alarm system.
