The locations described in Schedule XI-A attached to and made a part of this chapter are hereby designated as loading zones between the hours of 6:00 a.m. and 6:00 p.m. of any day except Sundays and holidays (unless otherwise specifically indicated in Schedule XI-A). No person shall park a vehicle in a loading zone during the times indicated other than for the active loading or unloading of goods, materials and/or persons. Stopping or standing within loading spaces by vehicles that are not actively loading or unloading goods, materials and/or services shall be deemed a violation of this section. Loading zones on Main Street are separately regulated by § 170-19A of this chapter.

A. 
The locations described in Schedule XI-B attached to and made a part of this chapter are hereby designated as loading zones between the hours of 6:00 a.m. and 6:00 p.m. of any day except Sundays and holidays. No person shall park a vehicle in a loading zone during the times indicated other than for the active loading or unloading of goods, materials and/or persons. Stopping or standing within loading spaces by vehicles that are not actively loading or unloading goods, materials and/or services shall be deemed a violation of this section. There shall be strict time limitations for utilizing Main Street loading zones as follows:
(1) 
Vehicles loading, unloading, delivering, or picking up freight, goods, or materials, except for food delivery services, may park in a Main Street loading zone for no longer than 20 minutes.
(2) 
Vehicles being utilized as part of an on-demand food delivery service, which does not service a single restaurant or other retail food establishment, may park in a Main Street loading zone for no longer than five minutes to pick up or drop off food orders to customers. Restaurants and other retail food establishments that utilize their own dedicated delivery vehicles may not use a Main Street loading zone for picking up food orders from said establishment to be delivered, and must instead utilize on-site parking for that purpose.
(3) 
Vehicles engaged in a commercial ride-hailing or ride-sharing service, including, but not limited to, traditional taxicabs, limousines, and livery services, as well as app-based services such as Uber and Lyft, may park in a Main Street loading zone for no longer than five minutes while picking up and dropping off riders, with the vehicle not to be left unattended at any time.
(4) 
Large vehicles, defined as any vehicle in excess of 26 feet in length, are prohibited from utilizing a Main Street loading zone or loading, unloading, delivering, or picking up freight, goods, or materials at any location along Main Street between the hours of 9:00 a.m. and 11:59 p.m. on any day of the week, unless special permission is granted in advance by the City Manager (or designee) to do so.
(5) 
If the driver or operator of a vehicle utilizing a Main Street loading zone fails to immediately abide by the directions of a Hackensack Police Officer or other lawful authority to vacate said loading zone upon the expiration of the time limits set forth in Subsection A(1) through (3), above, it shall be deemed a separate and independent violation of this section.
B. 
The penalty for violating § 170-19A of the Code of the City of Hackensack shall be a minimum fine of $100 and a maximum fine of $2,000, or by imprisonment for a term not exceeding 90 days, or, in the alternative, community service for a period not exceeding 90 days or, in the discretion of the court, by both such fine and such imprisonment or alternative community service. Any person who is convicted of violating this section within one year of the date of a previous violation of this section shall be subject to an additional fine as a repeat offender as provided by N.J.S.A. 40:49-5.
The locations described in Schedule XII attached to and made a part of this chapter are hereby designated as taxi stands.
The locations described in Schedule XIII attached to and made a part of this chapter are hereby designated as bus stops.

No vehicle or other property shall be parked or placed in any of the foregoing special zones other than vehicles specifically authorized hereby.
