A. 
Legislative findings.
(1) 
Article V in Chapter 3 of the Hardyston Township Code establishes certain departments, boards and commissions to fulfill the requirements and perform the functions and services needed for the orderly administration of the business of the township.
(2) 
The Township Council has determined that the municipality can best be served by entering into contracts with other municipalities from time to time for the provision or receipt of services to maximize the efficiency, extent and cost effectiveness of those services.
(3) 
The state has recognized and encouraged the benefits to be gained from such cooperative efforts among municipalities by enacting the Interlocal Services Act (N.J.S.A. 40:8A-1 et seq.).
B. 
Authorization for interlocal agreements.
(1) 
The Township of Hardyston may enter into a contract with another municipality or other municipalities for the receipt or provision of services as permitted by N.J.S.A. 40:8A-1 et seq., N.J.S.A. 40:48B-1 et seq. and other state and local legislation or regulation.
(2) 
The township may enter into such a contract with regard to the formation, administration, enforcement, operation and financing of any department established under § 3-25 in Article V of this Code.
(3) 
Every agreement for interlocal services shall be in writing and approved by resolution of the Council.
