There is hereby created in the Borough of Maywood the position of Chief Financial Officer, pursuant to the authority of N.J.S.A. 40A:9-140.1 et seq.
The Chief Financial Officer shall be appointed by the Mayor with the advice and consent of the Council and shall be compensated in accordance with the salary established by the Mayor and Council in the Salary Ordinance published annually by the borough.[1] The Chief Financial Officer shall serve a term of four years, which shall run from January 1 in the year of appointment, unless the Officer shall have been granted tenure of office upon reappointment in accordance with N.J.S.A. 40A:9-140.8.

The Chief Financial Officer shall supervise and perform all professional functions associated with the municipal finance requirements of the Borough of Maywood, as required by law, by the Division of Local Government Services and as may be reasonably directed by the Mayor and Council. Such duties shall include but not be limited to the following tasks, which tasks may be added to or deleted by the Mayor and Council in accordance with law:
A. 
Maintain and post all ledgers for all operating and capital accounts of the borough.
B. 
Prepare and file the annual debt statement and supplemental debt statements required during the year.
C. 
Prepare budget worksheets incidental to the preparation of the annual municipal budget.
D. 
Prepare the annual municipal budget.
E. 
Prepare monthly reports concerning revenues, expenditures and balances.
F. 
Plan and maintain uniform accounting, internal auditing and evaluation systems.
G. 
Serve as the Borough Treasurer.
H. 
Prepare labor negotiation cost studies as required.
I. 
Make recommendations concerning the investment of idle funds and the supervision thereof.
J. 
Prepare all financial resolutions required by law pertaining to the transfer of funds and emergencies.
K. 
Prepare the temporary budget required at the beginning of each fiscal year.
L. 
Prepare accounting or other financial services required for litigated matters.
M. 
Administer details and legal requirements upon the sale of municipal indebtedness, by bond, bond anticipation notes or tax anticipation notes.
N. 
Advise the Mayor and Council and the Borough Administrator regarding trends, anticipated difficulties, problems, suggestions for remedial actions and all other matters relating to the municipal finance affairs of the borough.
The Chief Financial Officer shall fully comply with the requirements for education and certification set forth in N.J.S.A. 40A:9-140.13 to 40A:9-140.15, as amended.
