The position of Borough Administrator is hereby
created. It shall be permissible for the Borough Clerk to also hold
the office of Borough Administrator. In such event, the title of
such dual office holder shall be Borough Administrator/Clerk.
The Borough Administrator shall be appointed
on the basis of executive and administrative qualifications and training
in government. Nothing herein shall prevent the Borough Administrator
from also holding any other appointive municipal office of the borough
and fulfilling the duties thereof.
The Borough Administrator shall be appointed
by the Mayor with the advice and consent of the Council and shall
serve at the pleasure of the Mayor and Council.
The compensation of the Borough Administrator
shall be fixed by the Mayor and Council by ordinance.
The Borough Administrator shall be the chief
administrative officer of the borough, subject to the policies and
directives of the Mayor and Council.
The Borough Administrator may be removed, with
or without cause, by a two-thirds vote of the Mayor and Council. The
resolution of removal shall become effective three months after its
adoption by the Mayor and Council, provided, however, that the Mayor
and Council may provide that the resolution shall have immediate effect;
provided, however, that the governing body shall cause to be paid
to the Borough Administrator forthwith any unpaid balance of his salary
and his salary for the next three calendar months following the adoption
of the resolution.

A. During the extended absence by reason of illness or
incapacity or in the event that the position is vacant, the Borough
Clerk shall serve as Acting Borough Administrator to perform the functions
of and fulfill the duties and responsibilities of the Borough Administrator
during the absence of the Borough Administrator. In the absence of
both the Borough Administrator and the Borough Clerk, the Chief Financial
Officer shall serve as Acting Borough Administrator.
B. Any action taken by any Acting Borough Administrator
shall have the same effect and validity as if taken by the Borough
Administrator; provided, however, that the Mayor and Council may,
at any time, by resolution, designate some other person to serve as
Acting Borough Administrator for such time as the Mayor and Council
may designate.
